“Awakening” community awareness
Immediately after receiving instructions from the Government, the Provincial People's Committee issued a detailed plan, assigning specific tasks to departments, branches, sectors and localities. In particular, the work of propagating and disseminating the law is given top priority. "The province identifies that raising people's awareness is the "key" to preventing high-tech fraud crimes. Therefore, the authorities have closely coordinated with political organizations, unions, schools and businesses to organize propaganda sessions, training sessions, distribute leaflets and post information on mass media" - Vice Chairman of the An Giang Provincial People's Committee Le Van Phuoc said.
In the past time, the Provincial Police coordinated with relevant agencies to organize 98 propaganda sessions, with more than 4,100 participants; distributed leaflets and handbooks on crime prevention and control to more than 2,000 people. The forms of propaganda were deployed in a variety of ways, from direct talks in the community, broadcasting reports on television and radio, to using social networks to spread information. In particular, the authorities focused on propaganda for vulnerable groups, such as: the elderly, people with low education level, freelance workers...
In addition to propaganda work, the province focuses on improving the capacity of functional forces to prevent and combat high-tech fraud crimes. The provincial police have established specialized working groups, coordinating with professional units of the Ministry of Public Security to investigate and handle cases related to this crime. In addition, all levels and sectors have increased coordination with banks, financial institutions, and telecommunications enterprises to prevent suspicious transactions, promptly detect and handle fraudulent acts.
Virtual network, but lose real money
According to the police, cyber fraudsters are increasingly sophisticated in using specific methods and tricks to appropriate assets. They often impersonate police officers, prosecutors, and courts to make threatening phone calls, asking victims to transfer money to "prove their innocence". In addition, tricks such as announcing virtual winnings, luring high-profit financial investments, lending online with low interest rates, or impersonating relatives and friends to borrow money via social networks are thoroughly exploited by them. In particular, forms of fraud related to virtual currency exchanges and investment applications of unknown origin are increasing, targeting people's ignorance and greed.
Thanks to the synchronous and drastic implementation of measures, the work of preventing and combating high-tech fraud crimes in the province has achieved remarkable initial results. The number of high-tech fraud cases detected and handled has increased, contributing to deterrence and crime prevention. According to the Provincial Police Department, despite efforts in implementing preventive measures, the situation of high-tech fraud crimes in cyberspace in An Giang still has many potential complex developments. Statistics show that in the first months of 2025, the whole province recorded 18 cases of this type of fraud, causing an estimated loss of nearly 16.8 billion VND. Notably, the number of these cases increased significantly compared to the same period in 2024 (an increase of 18 cases), but decreased compared to the fourth quarter of 2024 (a decrease of 11 cases, equivalent to 18/29 cases). Up to now, the authorities have investigated and clarified 2 out of 18 cases, involving 3 subjects. These figures show that although the number of fraud cases is lower than the previous quarter, the risk from high-tech crimes is still very high and requires high vigilance from the community as well as drastic preventive measures, such as: Strengthening investigation and monitoring in cyberspace, improving the capacity of specialized staff in information technology and network security. Raising awareness and equipping people with knowledge about common fraud tricks, always being vigilant with unusual information on the internet, not rushing to provide personal information, bank accounts or transferring money to strangers...
With the determination and consensus of all levels, sectors and people, we believe that An Giang will continue to achieve positive results in the work of preventing and combating high-tech fraud crimes, contributing to protecting security, order, social safety and people's property.
