According to the conclusion of General Secretary To Lam, the list of strategic technologies must be dynamic, open, updated and adjusted regularly based on forecasts of technology trends, domestic and international practical situations, as well as experience drawn from the process of implementing pioneering tasks.

The Central Steering Committee on Science , Technology, Innovation and Digital Transformation has just issued a notice of the conclusion of General Secretary To Lam - Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation at the Standing Meeting of the Steering Committee (held on May 29).

The General Secretary noted that in order to complete the goals set out in Resolution 57, especially in 2025 and the following years, Party committees, Party organizations, central and local agencies, ministries and branches must focus on leading and directing more drastically, synchronously and substantially, creating clear changes and completely removing bottlenecks that are hindering the process of science, technology development, innovation and national digital transformation.

In particular, the General Secretary noted that the development orientation is based on three factors: Investment - Infusion - Innovation; proactively and selectively absorbing the essence of global knowledge, gradually mastering core technology and strategic technology, ensuring autonomy, enhancing national competitiveness and sustainable development.

The General Secretary assigned the Chairman of the Central Inspection Commission Nguyen Duy Ngoc - Deputy Head of the Steering Committee, the Chief of the Central Office Le Hoai Trung - Permanent Deputy Head of the Committee and the Deputy Chief of the Central Office Pham Gia Tuc - Permanent Member of the Steering Committee, to continue to work directly with the Standing Committee of the Working Group, the National Advisory Council and relevant agencies to direct, urge and handle outstanding issues; maintain regular weekly meetings to promptly assess, urge and promote the progress of task implementation.

The General Secretary noted that it is necessary to closely follow the work plan for June and the last 6 months of 2025, ensuring the set quality and progress; clearly assign responsibilities to each agency and unit, especially the head; and strictly handle responsibilities for cases of failure to complete tasks without justifiable reasons.

Regarding the list of strategic technologies, the General Secretary assigned the Ministry of Science and Technology to urgently preside over and closely coordinate with relevant ministries, branches, agencies, and the National Advisory Council to complete the list.

"The construction of the list must be based on scientific methodology, ensuring transparency, consistency, closely following national strategies, solving the country's "big problems", directly serving the development goals until 2030 and 2045, not only based on existing advantages but also having breakthrough thinking, accepting risks in new fields, high potential to ensure Vietnam's autonomy, self-reliance and self-reliance", the conclusion stated.

According to the General Secretary's conclusion, the list of strategic technologies must be dynamic, open, updated and adjusted regularly based on forecasts of technology trends, domestic and international practical situations, as well as experience drawn from the process of implementing pioneering tasks.

The Ministry of Science and Technology is responsible for advising and proposing the updating of the list. Throughout this process, it is necessary to thoroughly grasp the requirement of taking talent as the decisive factor; enterprises and people as the center, the State plays a leading and creative role. The list of strategic technologies must be closely linked, synchronized, and connected with institutional reform, human resource development, and infrastructure.

The General Secretary directed that, based on the approved list, the Ministry of Science and Technology shall preside over and coordinate with ministries, branches, localities and enterprises to immediately select one to three key strategic technology tasks or products that are urgent, have the potential for quick success, create large spillover effects and have the readiness of enterprises to participate in pioneering implementation.

Along with that, develop a detailed implementation plan for each of these pioneering tasks and products, clarifying the leading unit, financial resources (including a special financial mechanism, a breakthrough in remuneration for basic and applied scientific research and policy development), specific roadmap, output products, requirements for high-quality human resources (accompanied by policies to attract, receive superior remuneration, and be one step ahead), international cooperation and especially the leading and pioneering role of private enterprises.
