The Ministry of National Defense issued Circular 30/2025/TT-BQP regulating the key points of people's air defense; composition and tasks of the staff agency assisting people's air defense commanders at all levels; organization of people's air defense forces; obstacle limitation surfaces in air defense battle areas; criteria for ensuring air defense safety for each type of weapon, military equipment, technical equipment of air defense battle areas and list of equipment for people's air defense forces.
National people's air defense key points; provinces and centrally run cities (collectively referred to as provincial level); communes, wards and special zones (collectively referred to as commune level) are determined based on the following criteria: National people's air defense key points are national political -administrative centers, where central agencies and socio-political organizations, diplomatic missions, international organizations are headquartered, or are determined to be important national targets.
And the key provincial people's air defense points are places with important strategic positions in politics, economy , culture-society, national defense, security, strategic directions and areas of the country or places with important targets and key projects of the country, military region, and province.
The key air defense center at the commune level is the political, economic, cultural-social, defense and security center of the province, where key projects of the military region and the province are built.
The above Circular clearly states that the national and provincial air defense focus areas are determined in Appendix I issued with this Circular. Accordingly, the national air defense focus areas include 6 cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Hue and Can Tho.
The key provincial air defense areas include the following provinces: Bac Ninh, Lang Son, Thai Nguyen (Military Region 1); Dien Bien, Lai Chau, Lao Cai, Phu Tho, Son La (Military Region 2); Hung Yen, Quang Ninh. Ninh Binh (Military Region 3); Ha Tinh, Nghe An, Quang Tri, Thanh Hoa (Military Region 4); Gia Lai, Dak Lak, Quang Ngai, Khanh Hoa (Military Region 5); Dong Nai, Tay Ninh (Military Region 7). And An Giang, Vinh Long, Ca Mau, Dong Thap (Military Region 9).
The key points of people's air defense at the commune level are chaired by the provincial military command, in coordination with the police agency at the same level and relevant agencies to determine, advise and propose to the Chairman of the provincial People's Committee for consideration and decision.
Based on the practical situation, the local military agency at the provincial level annually reviews and reports to propose competent authorities to adjust and supplement key people's air defense points at the commune level in accordance with the characteristics of the local situation.
The Circular stipulates: The provincial and commune-level People's Air Defense Steering Committees of key People's Air Defense units shall direct local military agencies at the same level to preside over and coordinate the implementation of People's Air Defense tasks as prescribed in Clause 1, Article 7 of this Circular and have the following tasks: Organizing propaganda and mobilizing People to implement the Party's guidelines and policies, the State's policies and laws on national defense, security and People's Air Defense; Developing a system of documents and People's Air Defense plans, evacuation plans, dispersal plans, prevention and combat against enemy infiltration and air attacks; regularly reviewing, adjusting and supplementing to suit local situations.
Organize the building, training, coaching, and training of core people's air defense forces and participate in people's air defense drills and defense zone drills with people's air defense deployment.
Guide and inspect the implementation of people's air defense tasks at their level and closely coordinate and cooperate with units stationed in the area during the process of deploying and organizing the implementation of people's air defense tasks and activities;
Direct and guide agencies, units and localities to perform tasks and activities of people's air defense according to the provisions of the Law on People's Air Defense.
This Circular takes effect from July 1, 2025.
