Mining cannot keep up with demand
In 2025, Long Thanh airport needs nearly 5 million m3 of various types of construction stone, but by mid-May, only more than 1.2 million m3 had been brought to the construction site, causing the contractor to lack construction materials and encounter many difficulties during construction. Dong Nai province committed to supplying 4.3 million m3, distributed to the stone quarries of Tan Cang 1, Tan Cang 2, Tan Cang 3, Tan Cang 4, Tan Cang 5, Tan Cang 6, Tan Cang 7, Tan Cang 8, Tan Cang 9, Soklu2, Soklu5 and Ap Mieu quarry, but the quality of stone at the two quarries of Soklu 2 and Soklu 5 is uneven, with much weathered stone, not suitable for airport construction.
Mr. Duong Quang Dien, Permanent Deputy Director of Long Thanh Airport Project Management Board, said that Vietnam Airlines Corporation (ACV) is proposing to the People's Committee of Dong Nai province to supplement and adjust the allocation of quality stone quarries, promptly remove legal obstacles, and support contractors to purchase the correct volume of stone allocated.

Regarding the embankment soil, the Bien Hoa - Vung Tau expressway project needs more than 2.3 million m3 but currently only nearly 1 million m3 are available at the construction site. Currently, the mines have small reserves and uneven quality, and the locations approved by the province are still waiting for procedural instructions to complete the dossier for the mining license. Similarly, the Ring Road 3 - Ho Chi Minh City project needs about 2.3 million m3 but the supply capacity of the mines does not meet the requirements.
According to the leader of the Department of Agriculture and Environment of Dong Nai province, by the end of 2024, the province has 44 valid mineral exploitation licenses, of which construction stone reserves are nearly 294 million m³, exploitation capacity is 22.7 million m³/year; construction sand reserves are about 3.6 million m³, exploitation capacity is 0.5 million m³/year and filling materials reserves are 0.8 million m³, exploitation capacity is 0.06 million m³/year. The leaders of the Provincial People's Committee have directed and extended mineral exploitation licenses, adjusted and supplemented investment certificates, adjusted zoning plans, and approved land use plans, but it takes time to complete the procedures. Currently, construction materials for key projects are in short supply and just counting construction stone, 10 quarries in Tam Phuoc - Phuoc Tan cluster only have 1.89 million m³ left compared to the demand of 6.4 million m³ to serve the Long Thanh airport project, Bien Hoa - Vung Tau expressway, Ring Road 3 - Ho Chi Minh City. Meanwhile, the progress of supplying for key traffic projects in the South must be completed in 2025.
Increase mining capacity
To ensure the supply of construction stone, the locality is considering allowing the transfer of 9 dossiers and adjusting the land use term of the Thanh Phu 3 quarry project (Vinh Cuu district); approving land lease, changing land use purpose and adjusting investment certificates for some quarries. Regarding Long Thanh airport in particular, the provincial authorities have worked with quarry owners to remove obstacles in mining procedures and increase the capacity of the quarries. The leader of Dong Nai Provincial People's Committee proposed that the Central Government allow the application of special mechanisms in mineral exploitation for the Long Thanh airport project and if approved, the locality will increase the capacity of the quarries by 50% to remove difficulties in materials that are holding back the construction progress of project items.
Regarding land filling, the province has licensed 6 locations with a volume of nearly 4.4 million m³, currently 4 locations are under consideration and there are about 1 million m³ of filling materials exploited from quarries with a supply capacity of 6 million m³ for key national projects in the area. The Department of Agriculture and Environment also proposed that the Provincial People's Committee regulate the surplus volume of filling materials from the two Bau Can and Phuoc Binh mines to projects in need. Regarding sand filling, the Dong Nai Provincial People's Committee proposed that the Ministry of Agriculture and Environment study and support additional sources from the southwestern provinces.
According to Ms. Nguyen Thi Hoang, Vice Chairwoman of Dong Nai Provincial People's Committee, recently, the locality has issued many documents adjusting the volume of stone exploitation to contractors and each mine for key projects inside and outside the province, but due to legal problems with land and investment in mineral mines with limited exploitation capacity, the source of materials brought to the construction site has not met the demand. Dong Nai Provincial People's Committee has proposed the Ministry of Agriculture and Environment to allow enterprises that have not completed the procedures to lease land for exploitation on the licensed area until December 31, 2025 to serve key traffic projects and works in Dong Nai.
