Because these are operations that Mr. Nhut and the civil servants in District 1 have been familiar with when processing online records on the National Public Service Portal over the past time.
In the near future, when the two-level local government model is officially put into operation, Mr. Ha Minh Nhut is expected to be assigned to work at the Saigon Ward Public Administration Service Center. He is confident that when taking on the new task, the work will be handled smoothly because he is familiar with the procedures and operations on the public service portal. As for the district-level tasks when transferred to the commune level, he said he will learn more by participating in training and updating his knowledge to better serve the people.

Like Mr. Ha Minh Nhut, Ms. Mai Bich Phuong (expected to be assigned to work at the Urban Infrastructure Economic Department of Binh Thoi Ward) said that she is ready to do the job when the city deploys the 2-level local government model. Ms. Phuong and the officers and civil servants in the ward have been deployed with applications and trained in procedures by the city, departments and branches. In addition to piloting operations according to the city's instructions, Ms. Phuong also learned and participated in training courses on digital skills.
Chairman of District 11 People's Committee Nguyen Tran Binh said that in order to be ready to operate the two-level local government system, the district has assigned and arranged staff and civil servants of specialized departments and offices, in combination with civil servants of wards to work at the Public Administration Service Center; reviewed internal working procedures between departments and civil servants in the Public Administration Service Center to meet the requirements of continuous work, without interruption. It is expected that each ward Public Administration Service Center will be assigned 12-16 civil servants to handle administrative procedures. The district also closely coordinated with the Ho Chi Minh City Digital Transformation Center to organize training for the team of leaders expected to be assigned to positions at the Public Administration Service Center as well as the team of professional staff and civil servants of the district and wards assigned to this center.
Similarly, when implementing the 2-level local government model, District 1 will be arranged into 4 new wards. Chairman of District 1 People's Committee Le Duc Thanh said that the district has reviewed the information technology infrastructure and equipment serving the operation of the Public Administration Service Center of the 4 new wards. In addition, District 1 People's Committee also coordinated with the Ho Chi Minh City Digital Transformation Center to organize training for civil servants of specialized departments of the district and 10 wards to use the software of the information system to handle administrative procedures, the document management and operation system to receive and handle tasks assigned by the city, receive and handle administrative procedures for people during the transition process to ensure smoothness.
Prepare well for smooth operation
According to the draft Law on Local Government, in the near future, more than 1,065 tasks of the district level will be transferred to the commune level. Dr. Nguyen Duc Quyen, Ho Chi Minh City Academy of Officials, said that to undertake these tasks, officials must be knowledgeable in each field. Therefore, each commune and ward needs to implement a step-by-step operational roadmap to adapt to these tasks by classifying them into clear groups: Group of public administrative tasks (issuing documents, certification, etc.), group of specialized management tasks (land, construction, health , etc.), group of tasks on security, order, social security, etc. Then, quickly train officials and civil servants according to task groups, shifting their mindset from management to service; 100% of officials are proficient in using specialized software, online public services, and electronic document management systems.
Regarding this issue, Chairman of District 12 People's Committee Nguyen Van Duc said that the district has organized training for all ward and district officials and civil servants on operating the administrative procedure information system and public service portal. The district also organized training and skills training on using artificial intelligence for officials and civil servants in handling work.
At the city level, the Party Committee's Organizing Committee also calculated and arranged for commune-level cadres and civil servants to participate in training courses organized by the Government ; at the same time, it coordinated with the Ho Chi Minh City Cadre Academy to organize training courses and specialized training for cadres and civil servants in each group of tasks.
Head of the Ho Chi Minh City Party Committee's Organization Board Van Thi Bach Tuyet added that in order for the commune-level government apparatus to operate smoothly from July 1, the city will soon assign key officials to wards and communes to carry out the work.
When there are only two levels of local government, the issue of decentralization is being raised, how to best resolve administrative procedures and tasks directly related to people and businesses.
Fully aware of the above requirements, in the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee at the working session with the Standing Committees of the District Party Committee, the Thu Duc City Party Committee on the implementation of the termination of the current district-level and commune-level Party Committee activities, the establishment of commune-level Party Committees after the rearrangement of commune-level administrative units at the Ho Chi Minh City Party Committee, the Standing Committee of the City Party Committee has given specific instructions. Accordingly, the Standing Committee of the City Party Committee assigned the Standing Committee of the Ho Chi Minh City People's Committee Party Committee to lead and direct the Ho Chi Minh City People's Committee to promptly issue tasks of decentralization, delegation of authority and clearly distinguish between the general authority of the People's Committee and the specific authority of the Chairman of the People's Committee at the commune level in accordance with the policies of the Party and the State. Thereby, promoting the role and responsibility of the heads of agencies and organizations, especially not allowing the situation of pushing, avoiding and delaying in the implementation of tasks and powers, sending "rampant" requests for opinions. On the other hand, review and implement decentralization and delegation of authority among relevant sectors and fields, ensuring synchronization, connectivity, no omission or overlap of tasks; the handover and implementation of transition must be specific and clear, leaving no gaps or interruptions in the work of serving the people.

The People's Committee of Ho Chi Minh City has just issued a document conveying the direction of Chairman of the People's Committee of Ho Chi Minh City Nguyen Van Duoc on receiving and handling administrative procedures (AP) when reorganizing the two-level local government apparatus.
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Science and Technology to announce the phone number for consultation, support, answering questions, feedback and recommendations on the implementation of administrative procedures at the Public Administration Service Centers of communes and wards (new).
The People's Committees of districts, towns and Thu Duc City proactively coordinate with the Department of Home Affairs to deploy the 2-level local government model and arrange commune-level administrative units in accordance with regulations. At the same time, develop a plan to complete the one-stop department to ensure that the implementation of administrative procedures is not dependent on administrative boundaries when implementing the 2-level local government organization model. Localities proactively arrange the number of counters and counter locations to ensure that they are suitable for the conditions and actual situation at the Commune-level Public Administration Service Center (new), but must ensure that it is reasonable and convenient for people and businesses when coming to perform administrative procedures; there must be no overload or people and businesses waiting more than 20 minutes to submit administrative procedures.
