Regime and policy for Chief Engineer and Chief Architect in science and technology

According to the Decree, the Chief Engineer, including the System Chief Engineer, is the person in charge of implementing key strategic systems and especially important project systems on national breakthroughs in science , technology, innovation and digital transformation.

The Project Chief Engineer is the person in charge of implementing special science, technology and innovation tasks and special national science, technology and innovation programs approved by the Prime Minister and other large-scale, special, interdisciplinary, and important science, technology and innovation programs and tasks for socio- economic development as prescribed by the Government.

Meanwhile, the Chief Architect includes: The ministerial-level Chief Architect is the person in charge of advising on building the architectural framework to implement the tasks of the key strategic system on breakthroughs in science, technology, innovation and national digital transformation of the ministerial-level agency.

The provincial Chief Architect is in charge of advising on the development of an architectural framework to implement the tasks of the key strategic system on breakthroughs in science, technology, innovation and national digital transformation of the locality, and the Project Chief Architect is the person in charge of implementing projects with science, technology and innovation components.

The Chief Engineer and Chief Architect must have prestige, experience, outstanding capacity, and be typical in the professional field with assigned tasks, and have had works, inventions, and products of practical value suitable for the assigned field of tasks.

Decree No. 231/2025/ND-CP stipulates the general criteria for selecting Chief Engineers and Chief Architects, including: having specialized training qualifications appropriate to the application task; giving priority to those with degrees and certificates in core technology program management, advanced technology, those who have been awarded national and international awards in the fields of science, technology, innovation and digital transformation; having the desire to contribute to the socio-economic development of Vietnam, having a clear background, good ethics; being healthy enough to work; being dedicated to the job.

In addition, have prestige, experience, outstanding capacity, and are typical in the professional field suitable for the assigned tasks, have had works, inventions, and products of practical value suitable for the assigned task field. Have the ability to solve complex, interdisciplinary technical problems; handle technological crises; propose innovative and breakthrough solutions to help accelerate project implementation within a limited time.

In addition to the general criteria mentioned above, the Decree stipulates specific selection criteria for: System General Engineer, Project General Engineer, Ministerial Chief Architect, Provincial Chief Architect, and Project Chief Architect.

In addition to the above general criteria, the System General Engineer must meet the following criteria: having at least 10 years of continuous working experience in the fields of science, technology, innovation and digital transformation up to the time of selection; having the ability to design, organize and coordinate large-scale, multi-component, multi-disciplinary, multi-level programs and projects with high innovation and risk; having the ability to connect and build a network of domestic and international experts and scientists.

At the same time, he/she has presided over at least 2 interdisciplinary science and technology projects and programs in the strategic system field with high impact index or at least 2 interdisciplinary science and technology products and tasks in the strategic system field that have been successfully applied, transferred, commercialized or deployed in practice.

Another criterion is that the person has directly managed or coordinated large-scale, interdisciplinary, and inter-regional projects, programs, and projects in the fields of science, technology, information, finance, law, human resources, or inter-regional; programs and projects in the fields of infrastructure, core technology, and national digital transformation that have been successfully applied in practice; and has participated in developing or implementing digital transformation strategies, technology strategies, and national or industry technology maps.

The noteworthy point is the regime and policy for General Engineers and Chief Architects. For System General Engineers, salary and income are negotiated based on current benefits and assigned tasks, in accordance with the salary level according to the corresponding industry, profession, and field of work on the market.

Regarding the bonus, the maximum is 5 months salary if the task is completed well, and 3 months salary if the task is completed. The selected person will also receive initial support of one month salary to stabilize accommodation, travel, and essential purchases.

In addition, they are entitled to public housing policies or support for housing rental, transportation, and working conditions according to senior expert standards. The title holder can arrange up to 10 staff to assist, is allowed to propose budget estimates and provide funding to proactively carry out assigned tasks; is provided funding for domestic and foreign scientific surveys and research, and participates in international cooperation activities on science, technology, and innovation.

The Chief Engineer and Chief Architect and their families are entitled to health care, vacation, and annual leave. In the case of foreigners, they are exempt from visas when working in Vietnam.

Decree 231 is expected to be a breakthrough step to attract and utilize science and technology talents, in the context that Vietnam is promoting the national innovation and digital transformation strategy.

The Ministry of Science and Technology is responsible for submitting to competent authorities for promulgation a list of tasks, programs, and projects of science, technology, innovation, and digital transformation that are used by Chief Engineers and Chief Architects; and for promulgating guidelines on criteria and procedures for determining the components of science, technology, innovation, and digital transformation in tasks, programs, and public investment projects on socio-economics.

The provisions of this Decree apply to Chief Engineers as prescribed in Article 53 of the Law on Science, Technology and Innovation 2025, effective from October 1, 2025.
