After being stopped by the police for illegal parking, the driver fled, hitting many people in cars and motorbikes on Truong Dinh, Giai Phong, and Nguyen Xien streets on the afternoon of March 15.
At around 4pm, a Ford Ranger pickup truck parked illegally on Truong Dinh Street, Hai Ba Trung District. When the ward police and militia asked the driver to stop for inspection, the driver refused and drove away.

The authorities used a special vehicle to block the road, but the pickup truck still swerved onto the sidewalk to escape. The driver then drove onto Giai Phong Street, turned onto Linh Dam, then turned onto Nguyen Xien Street, and onto the elevated Ring Road 3 towards Phap Van Expressway.
According to some witnesses, the pickup truck caused accidents with many cars and motorbikes on the way. Some motorcyclists shouted and chased the pickup truck, asking the driver to stop. After many kilometers of running away, the driver was detained by people on the third ring road, opposite Thang Long University.

At the scene, the pickup truck's windows were broken by people, part of the side and front of the truck were dented and broken.
The driver was then handed over to Hai Ba Trung District Police to investigate the incident.
