Xuan Hai Commune was established on the basis of merging 3 communes: Tan Hai, Ho Hai and Xuan Hai (old), with a natural area of 43.4 km2, with a total population of 45,104 people. Carrying out its tasks in difficult conditions, however, with a spirit of solidarity and high political determination, the Party Committee of Xuan Hai Commune has focused on leading and directing the implementation to achieve and exceed the targets and tasks set for the 2020 - 2025 term, creating confidence and a solid premise for the successful implementation of development goals for the 2025 - 2030 term.

The socio-economic situation of the commune has developed stably. In particular, in the economic field, the locality has focused on effective and synchronous solutions to exploit potentials and advantages to create breakthroughs in development, improve income and living standards of the people. The local economic growth is quite good, averaging 13.2%/year, gradually increasing the proportion of small-scale industry and trade and services, gradually reducing the proportion of agriculture. Infrastructure is increasingly complete; many works and projects are invested in basic construction to meet production needs and serve people's lives. Local budget revenue is over 13 billion VND, reaching 117% of the assigned plan. The work of building new rural areas has achieved many positive results. Currently, the whole commune has 17/17 villages meeting new rural standards, 1 village meeting model new rural standards.
Cultural and social work is given attention; education is developed quite comprehensively; primary health care for the people, social security policies, hunger eradication and poverty reduction are focused on, contributing positively to improving people's lives. National defense and security are maintained, social order and safety are stable.
Identifying Party building as a key task, in the past term, the Party Committee of Xuan Hai commune has constantly innovated its leadership methods, enhanced its fighting capacity; effectively implemented the entire-term action program and annual thematic resolutions. At the same time, it has strengthened political and ideological education; Party inspection, supervision and discipline work; promoted the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of Resolution 4 of the Central Committee (term XII, XIII); paid attention to the work of planning, training cadres, developing party members..., building an increasingly clean and strong Party.

During the 2025 - 2030 term, the Party Committee of Xuan Hai commune determined to develop the economy in the direction of: Agriculture - forestry - fishery (accounting for 46%), trade - services (accounting for 34%), industry - construction (accounting for 20%); promoting investment in building synchronous economic - social infrastructure in the direction of urbanization; effectively implementing national target programs, developing culture - society in line with economic development; continuing to sustainably reduce poverty, gradually improving the material and spiritual life of the people. Xuan Hai commune strives to achieve the model new rural standards by 2030.
In addition to the 6 main tasks and solutions, the Party Committee of Xuan Hai commune has set out 3 key tasks and 3 breakthrough tasks. Of which, the 3 key tasks include: Calling for and attracting investment, maximizing the exploitation of existing potential and advantages; focusing on developing high-tech agriculture, linking production, promoting collective economic efficiency; building a model of economic and tourism development associated with the Cham ethnic cultural traditions. Regularly innovating and improving the quality of human resources; consolidating personnel work to ensure a steady transition between generations of cadres; paying attention to training and developing young cadres; promoting the work of building a team of key cadres with practical capacity, the ability to work independently, autonomously, dynamically, creatively, sensitively, daring to think, daring to do, daring to take responsibility for the common good; improving the application of information technology in all areas of work. Strengthening the building of the great national unity bloc associated with patriotic emulation movements and campaigns in the area; improving the effectiveness of the fight against and prevention of crime; strengthening the national defense posture associated with the people's security posture; resolutely fighting to defeat the plot of "peaceful evolution"; heightening the spirit of vigilance, preventing and stopping manifestations of "self-evolution" and "self-transformation" within the Party; raising the awareness and sense of responsibility of cadres, civil servants and public employees in performing public duties.

Main targets of Xuan Hai Commune Party Committee for the 2025 - 2030 term:
- Regarding Party building: The Party Committee is annually classified as having completed its tasks well or better; annually, over 90% of Party organizations and Party members are evaluated and classified as having completed their tasks well or better; the rate of new Party members admitted annually is 3% - 4% of the total number of Party members; over 90% of Party cells have achieved good quality of Party cell activities; annually, there is at least 1 effective model in studying and following Ho Chi Minh's ideology, morality and style.
- Regarding economy: The average growth rate of gross regional domestic product (GRDP) increases by 14% - 16%/year, of which agriculture - forestry - fishery increases by 10%/year; industry - construction increases by 20%/year; trade - services increase by 19%/year; total budget revenue reaches 17,575 billion VND (annual budget revenue growth rate increases by an average of 10%). By 2030, the proportion of total product value of the whole industry reaches 100%; total social investment capital reaches 15,200 billion VND, an average annual increase of over 12%; average income per capita in 2030 reaches 130 million VND (an annual increase of 14%).
- Regarding society: The rate of poor households according to the multidimensional poverty standard by 2030 will decrease to below 1%; the annual unemployment rate will be below 3%; the rate of online public service use by people and businesses will reach over 85%; the level of satisfaction of people and businesses with the government will increase by an average of 5%/year.
- Regarding national defense and security: The rate of young people joining the army reaching the annual assigned target is 100%; building a militia and self-defense force reaching 2% of the population; the rate of handling denunciations, reports of crimes, and recommendations for prosecution is over 90%; the commune meets the standard of "Security and order safety".
