The conference was chaired from the Hanoi bridge by Mr. Bui Van Khang - Deputy Minister of Finance . Also attending were representatives from the Party Central Committee Office, the National Assembly Office and central ministries and branches, and the bridge at the People's Committees of provinces and cities.
At Nghe An bridge, comrade Bui Thanh An - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference. Also attending were representatives of departments and People's Committees of districts, cities and towns.

In order to complete the legal framework on the management and use of public assets, recently, the Ministry of Finance has consulted and submitted to the Government draft legal documents, in which, along with a number of Decrees and documents amending a number of Decrees, the Government has also issued a number of new Decrees supplementing and replacing regulations on the management of public assets, providing new equipment for the government according to the 2-level model according to the Central's Conclusion.
In addition, the Ministry of Finance has advised and submitted to the Government and the Prime Minister a number of documents urging the general inventory, inventory, and management of public assets after merging wards and communes or in the transitional period when reorganizing local governments according to the 2-level model and abolishing the district level in the near future.

Therefore, at this conference, the Ministry of Finance said that the Ministry is drafting a Circular stipulating standards for equipment, consumption, and depreciation of public assets; developing new management regulations for assets such as cars equipped for commune-level authorities or groups of specialized assets and supplies of the Public Security, National Defense, Health, Education and Training sectors... and plans for decentralization, management handover, and appropriate transfers.
Draft Decrees and Circulars have been sent to ministries, branches and localities. The Ministry of Finance requests relevant ministries, branches and localities to provide additional comments, raise practical difficulties and inadequacies to synthesize and report to the Government for promulgation as soon as possible.

At the conference, representatives of relevant Departments and Offices of the Ministry of Finance raised and answered issues that attracted the attention of localities, such as the consumption and depreciation norms of assets and materials that have passed the time of use; assets assigned (cars) that exceed the norms and regulations are now evaluated and classified for handover; handling assets consumed during use or natural disasters, storms and floods... for competent authorities to evaluate, manage or transfer and handover smoothly, without loss.
The representative of the Ministry of Finance emphasized that from July 1, the district level will be abolished, so by June 30, 2025 at the latest, administrative agencies under district-level administrative units must complete the handover of headquarters, public assets, and related records and documents to competent agencies, organizations, and units to avoid disruption of management, loss of assets, and impact on the provision of public services.
According to the proposed plan, from July 1, 2025, the new provincial People's Committee after the merger will inherit all the powers and responsibilities of the provinces and cities before the merger.

Concluding the conference, Deputy Minister of Finance Bui Van Khang said: In the past, the Ministry of Finance has consulted and submitted to the Government 9 documents including the amended Decree and the new replacement Decrees; currently, 3 draft Decrees are being submitted to the Government for consideration. The basic spirit of the documents that the Ministry of Finance has developed under the direction of the Government is to promote decentralization and management decentralization to localities. Currently, there is not much time, so it is recommended that localities and ministries study and give comments promptly, quickly and accurately; the Ministry always maintains an information channel to receive and synthesize reports to submit to the Government for promulgation.
