However, according to the Tax Department of Tien Giang province, in the 2020 - 2025 term, the Tax Department will carry out the task of collecting budget revenue in the context of the province's economy facing many difficulties and challenges.
It is noteworthy that since the early years of his term, the complicated developments of the Covid-19 pandemic in the world in general and in Vietnam in particular, and the continuing geopolitical conflicts in the world have affected the supply chain of goods between countries.
This has led to many difficulties in the production and business activities of enterprises. After the Covid-19 epidemic was basically controlled, the production and business activities of people and enterprises gradually recovered, but did not reach the same growth rate as before the Covid-19 epidemic.
In addition, in order to stimulate demand, support people and businesses to overcome difficulties and stabilize production and business, the Government has issued many policies to exempt and reduce some taxes, fees and charges. This is also one of the factors that has reduced the state budget revenue of the whole country in general and Tien Giang in particular.
Specifically, in 2020, the province's budget revenue reached more than VND 10,891 billion, reaching 101% of the estimate. In 2021, under the direct impact of the epidemic, Tien Giang's budget revenue decreased sharply, reaching only more than VND 8,194 billion (reaching more than 80% of the estimate).
However, with the timely leadership and direction of the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, Tax sector, and the efforts of the Tax sector's civil servants, especially the efforts of taxpayers in the province in general to overcome difficulties, the budget collection situation in the following years of Tien Giang has tended to be more positive.
This also shows that the economic situation is showing signs of recovery, and production and business activities of enterprises are gradually returning to the general orbit. Accordingly, in 2022, Tien Giang's budget revenue will reach over VND 10,287 billion, reaching more than 120% of the estimate; in 2023, it will reach over VND 9,943 billion, reaching more than 104% of the estimate.
Under the impact of many factors, in 2024, the provincial Tax Department will continue to collect budget revenue in difficult and challenging socio-economic conditions. However, the Tax Department has focused on implementing many solutions to strive to complete the assigned targets.
Accordingly, the Tax sector has strengthened revenue management, focusing on controlling high-risk areas such as value-added tax refunds, e-commerce, transfer pricing and resource exploitation.
The Tax Department also focuses on disseminating tax policies and supporting taxpayers. Through the synchronous implementation of solutions, the province's budget revenue in 2024 has achieved positive results. Accordingly, it is expected that in 2024, Tien Giang's total budget revenue will reach more than VND 11,384 billion, exceeding the assigned target by nearly 30%.
These positive results show that the provincial Tax Department has effectively applied revenue management solutions, increased the exploitation of potential revenue sources, and at the same time, raised taxpayers' awareness of tax law compliance.

Due to the impact of many factors, the budget collection situation of the whole country in general and Tien Giang in particular always faces many difficulties and challenges. This will certainly affect the budget collection target for the entire term.

Therefore, to complete the budget collection task in 2025 and the entire 2020-2025 term, according to the leader of the Tien Giang Tax sector, in the coming time, the whole sector will synchronously implement many solutions, continuing to exploit sustainable revenue sources.
In particular, the Tax sector will focus on potential areas such as: Industry, high-tech agriculture and tourism. At the same time, the Tax sector will promote digital transformation, to actively support taxpayers and enhance the connection of tax data with the national database, improving the quality of tax management on a digital platform.
Regarding specific solutions, the Tien Giang Tax Department will continue to improve the tax management process, through the application of modern management models, minimizing administrative procedures for businesses and taxpayers. One of the important solutions is to promote the effectiveness of forecasting work. In particular, the Tax Department will strengthen the analysis of socio-economic data to develop a budget collection plan that is close to reality.
In addition, the Tax sector will strengthen thematic inspections, especially in sectors with high risk of revenue loss; at the same time, implement solutions to prevent revenue loss to increase revenue related to land and mineral resource exploitation fees.
At the same time, the Tax Department will inspect and monitor the progress of debt management and debt settlement, ensuring the completion of assigned debt collection targets; reviewing and classifying tax debts, analyzing the causes of each debtor to have solutions to urge debt collection. The Provincial Tax Department will closely coordinate with agencies such as Customs, Department of Planning and Investment to effectively manage revenue sources, ensuring correct and sufficient collection.
Through many synchronous and effective solutions, according to the leader of the Tien Giang Tax Department, in 2025, Tien Giang's budget revenue is expected to be 10,270 billion VND, reaching 100% of the estimate. The Tien Giang Tax Department is also focusing on implementing many solutions to strive to complete the budget revenue target set for the entire 2020 - 2025 term. Achieving this goal is not simple, but requires strong direction from all levels, sectors and the cooperation and consensus of taxpayers.
