Education story: Promoting high-tech human resource training

On May 24, 2025, the Prime Minister signed and issued Decision No. 1002/QD-TTg, approving the "Project on training human resources for high-tech development in the period 2025-2035 and orientation to 2045". This is a strategic decision to prepare high-quality human resources to meet the requirements of science and technology development, innovation and international integration in the context of the fourth industrial revolution taking place strongly.

According to the project's goal, by 2035, Vietnam will strive to have 40% of students studying STEM ( science , technology, engineering and mathematics), of which at least 15% will have an engineer or master's degree and at least 1.5% will have a doctorate. In particular, Vietnam aims to annually train about 100,000 information and communication technology engineers, 15,000 artificial intelligence (AI) experts and 8,000 biotechnology workers. These figures represent great ambitions, while requiring synchronous, drastic and sustainable solutions.

One of the key solutions is financial support and preferential policies for students in the high-tech sector. created, the Government will expand preferential credit policies for students studying STEM, including increasing loan limits, reducing interest rates and extending repayment periods. In addition, domestic and foreign businesses and organizations will be encouraged to participate in sponsoring scholarships, supporting tuition fees and investing in facilities for training institutions. The goal is to not let economic barriers limit access to high-tech education for capable students.

The second fundamental solution is to develop a team of high-quality lecturers and experts. The project aims to have about 3,000 more PhDs returning from abroad to participate in teaching and research in the country by 2035, especially in cutting-edge technology fields such as AI, big data, biotechnology, and new materials. Along with that are special preferential policies to attract international experts, highly qualified lecturers, and support young cadres to study abroad for short-term training. This is an important step to improve teaching capacity, update advanced technology, and promote international cooperation ineducation and training.

With a vision to 2045, Vietnam expects to form a large, high-quality high-tech workforce that is competitive and adaptable to the requirements of digital transformation, industrialization and sustainable development. Decision 1002/QD-TTg is not only a specific action plan but also a strong message about the commitment to human development - the pillar for an innovative, creative and powerful Vietnam in the digital age.
