Proactive and flexible response to natural disasters

Immediately after the forecast of storm No. 5, provincial leaders, commune and ward leaders directly inspected the work of on-duty, storm and flood prevention and control and directed the implementation of drastic, synchronous and timely solutions to minimize the damage caused by the storm. Localities proactively evacuated 5,018 households/18,326 people living in dangerous areas to safe shelters. By 2:00 p.m. on August 27, in coastal areas and some low-lying areas, the water had receded, 2,796 households/10,250 people had returned home to stabilize their lives.

Before storm No. 5 and continuously during the rainy and stormy days, the Chairman of the Provincial People's Committee issued many urgent telegrams, requesting all levels and sectors to strictly implement the Government 's direction on responding to and overcoming the consequences of rain and storms; and well implement the "4 on-site" motto. Therefore, food, food, and medicine for the people were guaranteed, no one lacked shelter, hunger, cold, or other necessary items. On the night of August 26, the dike of the T2 canal in Tong Son commune broke. That same night, the Chairman of the Provincial People's Committee directly went to the scene to inspect and direct the handling of the incident. At the same time, hundreds of officers and soldiers of the regular armed forces, militia and self-defense forces, and many mechanical vehicles were mobilized to reinforce and overcome the dike incident.

The storm caused the Ma River to rise, at 1:00 p.m. on August 27, many areas in Tho Phu commune were still submerged in water, completely isolating more than 100 households with more than 300 people in Dai Vang village. Chairman of Tho Phu commune People's Committee Nguyen Trung Thanh said: "The commune has mobilized motorboats and boats to promptly deliver essential necessities to people with the motto "ensuring the safety of people is paramount". At the same time, inspect and review affected works and locations; evaluate the implementation of plans to prevent and combat situations and incidents at locations and areas with key and vulnerable works. For areas where the water has receded, mobilize forces to participate in cleaning up and overcoming the consequences of floods, environmental sanitation, and soon stabilize people's lives and production".

Storm No. 5 with heavy rain and strong winds caused severe damage to many households in Thanh Ky commune. As one of the households that suffered great damage, Ms. Ha Thi Lan in Thanh Xuan village was shocked by the fact that her "property" was almost completely lost after the "wrath" of nature. Looking at the 1,000m2 production greenhouse growing melons and Kim Hoang Hau melons, which were only a week away from harvest, blown away by the storm and broken in large numbers, Ms. Lan could not help but feel heartbroken. Since the morning of August 27, the whole family has struggled to dismantle and pick up what was left when the storm passed. Ms. Lan said: “The entire high-tech production area of ​​the family has completely collapsed, the estimated damage is about 220 million VND, not to mention 1.5 hectares of 3-year-old acacia on the hill collapsed and the livestock barn collapsed. The total damage is about 400 million VND, a huge amount of money, not knowing when production can be restored.”

According to a quick report from the Thanh Ky Commune People's Committee, storm No. 5 affected and damaged people's production. Of which, about 30 hectares of rice, nearly 500 hectares of acacia, about 50 hectares of annual crops and nearly 10 hectares of perennial crops were damaged. Many schools and technical infrastructure were also affected. In the urgent situation, the commune directed the Civil Defense Command to prioritize ensuring the safety of people's lives, instructing people to collect belongings, restore production, especially families severely affected by the storm. Along with that, the commune mobilized maximum local forces to clean up so that people could soon stabilize their lives.

The spirit of all for the stability of life and activities of the people in Thanh Ky commune is also the common spirit of the whole province in recent days. More than ever, every time there is difficulty and pain, it is also the time when the national spirit and solidarity of compatriots are reawakened. Along with the efforts of the people, the entire political system has joined in, supporting and helping the people to quickly overcome the consequences of natural disasters, to soon stabilize their lives and production.

In recent days, officers and soldiers of Pu Nhi Border Guard Station have accompanied the Party Committees and authorities of Pu Nhi, Nhi Son, Muong Ly communes and local people to carry out activities to overcome the consequences of storm No. 5. Lieutenant Colonel Bui Xuan Ngai, Political Commissar of Pu Nhi Border Guard Station, said: “Many households in the communes are at risk of landslides, Highway 15C has been eroded in many places, and the road to the village has been cut off. To provide emergency relief to the people, the on-site forces of the station and local authorities have been approaching day and night, promptly helping people evacuate and facilitate their daily activities at evacuation sites. After storm No. 5 passed, officers and soldiers continued to help local people clear mud from their homes, clean the environment, and repair damaged roads to help traffic quickly return to normal.”

"The weather is still unpredictable, so we have assigned forces to continue monitoring and grasping the situation of rain and floods, closely following the area; actively propagating and supporting people to implement measures to respond to natural disasters, promoting the "4 on-site" motto; proactively developing plans, ensuring forces and means are ready to perform tasks when situations arise" - Lieutenant Colonel Bui Xuan Ngai said.

Quickly sweeping the mud on the road in But village, Ms. Vi Thi Dung, Secretary of the Youth Union of Nam Xuan commune, said: There are 14 villages in the commune, due to the complicated terrain in the villages, the roads are far away, storms cause flooding, landslides on many roads leading to traffic jams. The commune's Youth Union has assigned union members and youths to be on duty 24/7 in the villages where they live to proactively support people, especially the elderly, children, and people with disabilities, to move to safe shelters, provide necessities and essential items in case of emergency. At the same time, mobilize union members and youths with local forces to clean up fallen trees, clear sewers, and spray disinfectants to prevent and control epidemics. In public areas, especially schools, the youth force helps rearrange tables and chairs, wash away mud, clean the school yard and functional rooms to prepare for the new school year.

The participation of forces and the entire political system in this storm is a clear demonstration of the spirit of "serving the people", "leaving no one behind". The spirit of solidarity, joining hands, sharing and supporting the community will be the support for people heavily affected by storms and floods to overcome difficulties and soon stabilize their lives.
