Yen Tu Ward was established on the basis of merging Phuong Dong, Phuong Nam wards and Thuong Yen Cong commune of Uong Bi City before. In response to the fact that many people live far from the Ward Public Administration Service Center, the ward leaders have instructed the staff receiving administrative procedure files to provide thorough instructions, not letting people go back and forth more than twice for one set of documents. Especially when deploying the new Administrative Procedure Processing Information System, Yen Tu Ward has sent staff for training to quickly access and smoothly operate the steps on the system, with the spirit of not interrupting administrative procedure transactions for people and businesses.
Ms. Nguyen Thanh Phuong (Quan Dien Khe Than village, Yen Tu ward) shared: I had to travel more than 15km to the ward's Public Administration Service Center to complete land transfer procedures. Before coming to the center, I was very worried, but when I arrived, the staff enthusiastically guided me through the steps, my application was quickly received and I was given an appointment to receive the results.
In order to promote online public services, the Youth Union of Yen Tu Ward has recently established a shock force to go to the Public Administration Service Center to propagate and guide people on the steps to submit administrative procedures via the National Public Service and VNeID. Up to now, many people in the area have submitted administrative procedures online. With the above efforts, from July 1 to August 1, 2025, the number of online applications received locally was 1,070 (reaching 99.17%).
Especially when implementing the 2-level local government model, at the reception area of the Yen Tu Ward Public Administration Service Center, there is a digitalization point for people with a specialized ID card reader attached to biometrics. In addition, the ward has equipped a scanner and assigned members and youth to guide citizens to digitize documents into their personal electronic wallets.
Support for organizations, businesses, and people in transactions and handling administrative procedures in a modern direction continues to be effectively maintained by Yen Tu ward, such as: Consulting, answering questions, guiding administrative procedures, supporting account creation on the National Public Service Portal, level 2 electronic identification accounts on the VNeID application; supporting the declaration of administrative procedure records for disadvantaged people, people with meritorious services to the revolution at the general counter, public administration switchboard, hotline, public service portal of the province and through social networking sites (facebook, zalo) of the ward's Public Administration Service Center.
Up to now, after nearly 2 months of implementing the 2-level local government model, Yen Tu ward has received 1,238 administrative procedure records; of which, 1,122 records were resolved before and on time, 116 records were transferred to the next period, and 5 records were received without administrative boundaries.
Ms. Vo Chung Tinh, Deputy Director of Yen Tu Ward Public Administration Service Center, said: To facilitate people in performing administrative procedures, the center continues to coordinate with organizations and residential areas to promote propaganda about online public services and level 2 VNeID accounts. Along with that, support and guide citizens to submit documents online on the National Public Service Portal. Strengthen propaganda about regulations on non-territorial administrative procedures.
Continue to train and improve the quality of civil servants and employees working at the center to serve organizations and citizens in resolving administrative procedures in the best and fastest way, following the motto of "taking people as the center". In addition, maintain the publicity and transparency of administrative procedures and channels for receiving feedback to better resolve administrative procedures for organizations and citizens. At the same time, strengthen the supervision of cadres and civil servants in guiding and receiving and resolving administrative procedures for organizations and citizens, and avoid the situation of backlogs, overdue records, causing difficulties for citizens.
