Hoa Lac and Doai Phuong communes agree on many important people's issues

Implementing the policy of arranging and merging administrative units and deploying the two-level local government model, from July 1, 2025, part of the administrative boundaries and population of La Gian, Trai Ho, Doan Ket, Dong Trang, and Thien Loc villages of Co Dong commune (old Son Tay town) will be transferred to Hoa Lac commune.

At the conference, village leaders said that after more than a month of operating the two-level local government, a number of problems have been revealed regarding the rights of households, which need to be resolved by the two commune governments regarding land management, issuance of land use right certificates; population management, household registration, electricity, water, and social culture. Many households are worried about where their children will study when their household registration belongs to Hoa Lac commune, where will the people of the old Co Dong commune be buried when they die when the Suoi Oc cemetery in the area now belongs entirely to Hoa Lac commune... The actual administrative boundaries are much different from the current map; many households have population belonging to Hoa Lac commune, but their land is still in Doai Phuong commune and vice versa...

After listening to the speeches of the leaders of the two communes, the opinions of the departments and the contributions of the village delegates, the leaders of the two communes discussed and clarified the issues that the people were concerned about and agreed on the contents on the basis of ensuring the people's welfare.

Firstly, regarding land management, the commune with the larger land area will issue land use right certificates to the people (in case the land area of a household is located in both communes).

Second, Hoa Lac commune will create conditions for people of the old Co Dong commune to continue using Suoi Oi cemetery to bury their deceased relatives until Doai Phuong commune has a new cemetery.

Third, in the 2025-2026 school year, students will remain stable according to the old administrative boundaries without any disruption; the following school years will apply geographic information, zoning students according to geographical distance, students will study at the school closest to home.

Fourthly, regarding Party work, after the upcoming 1st Party Congress, the 2 communes will report to Hanoi city to agree on transferring Party activities to Party members. Currently, Party members are issuing and exchanging Party cards normally in the 2 communes...

Immediately after the working session, leaders of the two communes and functional units, and representatives of the villages inspected and handed over boundary markers in the field.

The leaders of the two communes also directed departments and offices, based on the opinions of the delegates, to continue to complete related work, hand over in detail the contents of land and population, creating a basis for the two localities to coordinate in performing tasks in the coming time, stabilizing the lives of local people; ensuring the requirements of socio -economic development, national defense and security in the area.
