Efforts to smoothly resolve administrative procedures in the land sector

After more than 1 month of operating the two-level local apparatus, at the public administrative service centers of communes and wards in the province, the largest number of received and processed records are in the land sector. Currently, the equipment and administrative procedures (TTHC) in the land sector have been operated smoothly at the commune level, synchronously connecting the National Public Service Portal with the land information system, ensuring the best service for people and businesses.

Connect and synchronize land sector records

At Khanh Vinh Commune Public Administration Service Center, there are now fully arranged transaction counters to receive documents and functional areas according to regulations. The center is fully equipped with a computer system, scanner, multi-function machine integrating scanning and photocopying, printers, and regulations installed in the prescribed places; along with a machine to look up administrative procedures and a camera surveillance system. Mr. Le Cao Hoang (Khanh Vinh Commune) said that he came to the Commune Public Administration Service Center to carry out procedures to change land use purpose from agricultural land to residential land. Currently, all data and information about the land plot that the State has granted him land use rights is available on the land information system. Therefore, when he carried out the procedures, he was guided and quickly implemented by the center's officials. “After only 10 minutes of completing the procedures, I had in my hand the receipt of the application and an appointment to return the results. On the paper there was also a QR code for me to look up the steps to carry out administrative procedures for my land plot. I was also very happy to know that currently, administrative procedures in the land sector can be submitted at any administrative service center of the commune or ward, not limited by administrative boundaries as before the merger” - Mr. Hoang shared.

Ms. Do Thi Huyen - Deputy Director of Khanh Vinh Commune Public Administration Service Center said: Currently, the center has 7 officials and civil servants with professional qualifications suitable for the assigned job positions, with professional skills to meet the tasks in the new situation. From July 1 to now, the center has received 495 records, including 195 records in the land sector; 289 records have been processed on time, 206 records are being processed, and there are no late records. Land records are synchronized between the National Public Service Portal and the land information system. Records of registration for the issuance of land use right certificates and ownership of assets attached to land for the first time are under the authority of the People's Committee at the commune level. Currently, the unit is in the process of processing them according to the 9-step process issued by the Provincial People's Committee.

Similarly, in Bac Ai commune, although it is a remote commune in the south of Khanh Hoa province with 88% of ethnic minorities living, the network information system and public services operate smoothly and stably. From July 1 to August 14, Bac Ai Commune Public Administration Service Center received 236 records, of which 30 were land records; 22 records have been resolved, the rest are in the process of being resolved. At Nha Trang Ward Public Administration Service Center, from July 1 to July 23, 8 records of land use purpose change and 37 records of land registration and issuance of first-time land use right certificates have been received; all are in the process of being resolved.

To improve the quality of administrative procedure settlement, the public administrative service centers of communes and wards in the province have issued working regulations, and at the same time thoroughly disseminated and deployed to cadres, civil servants and public employees to comply with regulations, including: When contacting citizens, they must have a polite, gentle and appropriate attitude of communication. All acts of causing trouble, harassment and negativity when performing official duties are strictly prohibited. Improve expertise and professionalism for officials and civil servants in the land sector

In order to synchronize the process of handling administrative procedures in the land sector for people and businesses, on July 22, the Provincial People's Committee issued Decision No. 379 on approving the internal process of handling administrative procedures in the land sector under the authority of the Department of Agriculture and Environment and the People's Committees at the commune level, including 44 lists of administrative procedures in the land sector.

Mr. Hoang Le Lin - Director of Khanh Hoa Land Registration Office said: According to Decree No. 118, dated June 9, 2025 of the Government on implementing administrative procedures under the "one-stop" and "one-stop" mechanism at the "one-stop" department (effective from July 1, 2025), the receipt of dossiers and return of results of administrative procedures in the land sector under the jurisdiction of the land registration office branches is carried out at the commune-level public administrative service center. Therefore, before and after July 1, Khanh Hoa Land Registration Office has deployed the branches to coordinate and send personnel to the commune and ward public administrative service centers to receive and return results of administrative procedures under the jurisdiction of the settlement according to the list of administrative procedures announced and the internal process of handling administrative procedures approved by the Provincial People's Committee. From July 1 to now, land registration office branches have received and processed 36,246 land records under their authority; of which 8,462 records were transferred from the period before July 1.

It is known that after merging and implementing the two-level local model, the Department of Agriculture and Environment has received a number of feedbacks from localities about difficulties and obstacles in handling records related to the agricultural and environmental sectors, especially in the land sector. Therefore, in order to promptly remove difficulties and obstacles of localities, in August, the Department of Agriculture and Environment will organize training for communes and wards in the province to guide and support the "one-stop" department of communes and wards in receiving, handling and returning results of handling administrative procedures in the agricultural and environmental sectors to achieve practical results.

Through working with the Party Committees of communes and wards in Khanh Hoa province after the two-level local apparatus was put into operation, Comrade Nguyen Duc Thanh, member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, issued a conclusion requesting the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee and related departments and branches to review and promptly resolve difficulties, arrange funds to invest in equipment and offices of public administrative service centers; Party Committees of communes and wards proactively train, retrain and retrain cadres, civil servants and public employees, focusing on professional skills, expertise, finance and budget, investment, planning, construction, land, etc.; direct the review and update of the list of administrative procedures to be resolved smoothly and effectively to serve the needs of people and businesses.
