At the beginning of the meeting, Comrade Nguyen Viet Oanh informed that in the first 6 months of this year, the world situation continued to have new, complicated and unpredictable developments. In that context, Resolution 68-NQ/TW dated May 4, 2025 of the Politburo affirmed that the private economy is the most important driving force, Entrepreneurs are "soldiers on the economic front". The resolution sets out target of 2 million businesses by 2030.
In Bac Giang , the province has synchronously implemented the Party's guidelines and the State's policies, flexibly responding to emerging issues. Economic growth has continuously ranked first in the country. This is an important premise contributing to the successful implementation of the growth target assigned by the Government to Bac Giang in 2025.
The province maintained its position as the leading group in the country in attracting investment with a total capital of 896.1 million USD in converted investment capital in 5 months; established 5 more industrial parks. The province has established its position in the semiconductor industry chain, attracted large technology corporations, and become an important link in the regional and global supply chain.
All levels, sectors and localities in the province have made efforts to complete a large amount of work; ensure the progress of reorganizing the apparatus and administrative units; and gradually resolve the bottlenecks, limitations and internal shortcomings of the economy. The province's investment and business environment and investment environment improvement index continue to be among the leading groups in the country.
In 2024, Bac Giang was assessed as one of the four provinces and cities in the country with the best quality of governance. These results show outstanding efforts, are very exciting and proud, contributing to creating momentum, strength, position, trust and hope to achieve higher results in the last months of 2025 and the period 2026-2030.

On this occasion, he acknowledged the creativity, dynamism and spirit of overcoming difficulties of more than 11,000 enterprises and 127,000 business households, contributing to affirming Bac Giang's position in the process of innovation and integration.
Although the province's economy has achieved many achievements, in the first 5 months of 2025, the production and business situation of enterprises still faced many difficulties. Most enterprises had difficulty accessing credit capital. The consumption market has recovered but slowly, especially for export production enterprises. The number of enterprises temporarily suspending or withdrawing from the market increased by 20% compared to the same period last year.
Faced with the above reality, in the last months of 2025, it is necessary to resolutely implement solutions, maximize the achieved results, overcome limitations, create conditions to boost production, business, economic growth, and strive to achieve the highest results for the goals of 2025 and the 2020-2025 term.
In order to evaluate the implementation of policies and solutions under the direction of the Government and the province in the past time as well as the implementation of Resolution No. 68-NQ/TW on private economic development, he suggested that delegates discuss frankly the difficulties and obstacles in production, business, and implementation of mechanisms and policies. From there, propose solutions to improve the current situation as well as create conditions for enterprises to produce, trade, and access new investment opportunities. Leaders of departments and branches discuss and answer proposals from associations and enterprises and propose specific solutions. Any issues that can be resolved immediately will be answered clearly; any issues that cannot be resolved immediately will be summarized, researched, and directions, solutions and processing times will be proposed in the spirit of "harmonized benefits, shared risks", balancing the interests of the State and enterprises and ensuring compliance with legal regulations.
Difficulty in carrying out administrative procedures on land and construction
Businesses reported facing many difficulties when dealing with administrative procedures related to investment, land and construction.
The slow resolution of administrative procedures has led to great losses for businesses, many units have lost investment opportunities, and have had to compensate for damages to third parties. The reason is that although the province's master plan has been revised and supplemented, it still has errors and is unclear, greatly affecting the application for investment approval. The master plan and other plans such as land, construction, urban areas, etc. are not synchronized. The revision and supplementation of the plan is very complicated and takes a lot of time.

The legal documents are still overlapping and inconsistent, making officials confused when implementing. In addition, the process of asking for opinions from the appraisal agency and coordinating units is still lengthy, and the quality of responses from coordinating agencies is not high. There are contents that do not require opinions but documents are still issued to ask for opinions.
During the appraisal process, there are different opinions, but many times the appraisal authority only uses the form of asking for written opinions back and forth, rarely using the form of inter-sectoral meetings to clarify issues immediately and respond promptly to businesses.
Besides enthusiastic and diligent civil servants, there are still some civil servants who have not studied the provisions of the law in depth; work half-heartedly, are afraid of making mistakes and being afraid of responsibility, give general answers, and give incomplete and unclear instructions.
Faced with the above reality, many enterprises have requested the Provincial People's Committee to recommend the National Assembly and the Government to review the entire legal system related to enterprises to amend and supplement it synchronously in the direction of abolishing cumbersome regulations, in the spirit of respecting the freedom of business of enterprises as stipulated in the Constitution; amend and supplement the law on planning, avoiding planning becoming a "bottleneck" in production and business.
In addition, many businesses also expressed that in a few days, they will operate under the 2-level government model, so there needs to be specific guidance on unfinished administrative procedures regarding land allocation, land leasing, site clearance, etc.

At the conference, representatives of leaders of a number of relevant departments and branches answered questions from businesses such as: Announcing construction material prices; determining preferential investment projects; determining urban types; arranging headquarters locations for businesses training human resources in AI; procedures for businesses in industrial parks to rent social housing to arrange accommodation for workers; explaining and overcoming traffic congestion; negotiating compensation for site clearance, etc.
Speaking at the conference, comrade Nguyen Van Gau assessed that this conference is a meaningful activity in the context that the province is focusing on implementing Resolution No. 68-NQ/TW of the Politburo and Resolution No. 198 of the National Assembly on private economic development.
He affirmed that the provincial leaders, including the Provincial Party Secretary, are always ready to meet, share and accompany businesses. He suggested that businesses come to the Secretary and provincial leaders when they have difficulties and problems that need to be discussed and resolved. To work effectively, it is necessary to prepare the content in advance.
Enterprises should operate and comply with the procedures and regulations of the law. From now on, in the spirit of Resolution 68-NQ/TW, consistently implement the viewpoint that people and enterprises can do anything that is not prohibited by law. Do not "criminalize" economic, administrative, and civil relations; do not use administrative measures to intervene and resolve civil and economic disputes. Therefore, I hope that enterprises will "untie" themselves from their own thinking.
The Provincial Party Secretary, the Provincial People's Committee Chairman and the provincial leaders will strengthen inspection and supervision of the implementation of public duties and be ready to handle and replace officials who lack a sense of responsibility and intentionally harass businesses. In the future, when the two provinces of Bac Giang and Bac Ninh merge, the number of officials will be very large, he requested the Provincial People's Committee and agencies to establish a monitoring mechanism for officials and civil servants who regularly contact, work and handle procedures for businesses.
Leaders of departments, branches and localities must proactively detect and anticipate situations to proactively resolve difficulties for businesses. First of all, immediately resolve the recommendations, difficulties and obstacles of businesses at today's conference on the basis of the viewpoint that "all difficulties and obstacles must be resolved and must be resolved promptly". After the Provincial Party Committee issued the Plan to implement Resolution No. 68, units need to issue specific action plans in the direction of promoting decentralization, delegation of authority, and assignment of tasks in the spirit of "6 clear" including: Clear people, clear work, clear time, clear responsibility, clear products, clear authority. Promote digital transformation, minimize time, costs and business conditions; thoroughly innovate administrative thinking from control to companionship, consider businesses as service objects instead of management objects, ensure the principle of "saying goes hand in hand with doing"; strictly prohibit the abuse of the "ask-give" mechanism.
Business associations are a bridge for businesses to develop, a bridge between businesses and the Party Committee and government. Businesses must strive to improve and always keep in mind to act in accordance with the law.

The Provincial Party Committee, Provincial People's Council, and Provincial People's Committee are committed to always stand side by side, share, encourage, and create an open, transparent, and equal investment and business environment, where all businesses, regardless of economic sector, are encouraged to innovate, create, and contribute to the overall development of the province. He called on private enterprises to continue demonstrating the spirit of "self-reliance, self-strengthening, courage, discipline, and aspiration for development", accompanying the government to realize the aspiration of soon turning Bac Ninh province (new) into a centrally-run city in the future.
Concluding the conference, Comrade Nguyen Viet Oanh clarified a number of issues related to the difficulties of enterprises. At the same time, he accepted and acknowledged all opinions of the business community. He emphasized that many recommendations of enterprises need to be studied more deeply because they are related to many fields and there are different interpretations in legal regulations.
The province will continue to review, promptly handle and respond in writing to businesses. The outstanding issues mentioned include: Land, planning, administrative procedures and construction materials... He affirmed that removing institutional and planning bottlenecks will be the key to "unleashing" businesses, opening up investment opportunities and attracting large projects. When merging the two provinces of Bac Giang and Bac Ninh, there will be many policies that need to be revised and supplemented. The province will evaluate which policies have a direct impact on businesses and will discuss and consult with businesses to issue policies that are suitable for practice and soon put the policies into practice.
