Land concerns
Nearly 3 weeks after storm No. 3 (storm Yagi) and the post-storm circulation, the urgent construction pace on bridge works under Package XL 24, Tuyen Quang - Ha Giang Expressway Project (Phase I), the section through Tuyen Quang province has returned, even more thoroughly, to make up for the time when the construction site was almost suspended due to weather effects.
At Package XL 24, Ham Yen Bridge - a 343 m long Lo River overpass, the largest bridge of the Tuyen Quang - Ha Giang Expressway Project, passing through Tuyen Quang province, 2 pillars in the middle of the river are also being re-constructed after waiting for design adjustments due to caster caves.
The XL 24 package was divided quite specially by the investor, when 20 national highway overpasses and river overpasses on the route were scattered throughout the construction site area of up to 77 km.
This is a huge challenge for contractors in optimizing construction organization measures for items of Package XL 04, because instead of being able to carry out construction in a rolling manner, to meet the requirement of completing the project by the end of 2025, contractors are forced to organize construction simultaneously at 20 locations, mobilizing a large amount of human resources and equipment.
Slow site clearance of key projects not only affects the completion progress, but also greatly affects the disbursement plan, causing great waste.
However, this is not the biggest difficulty in Package XL 24 that the joint venture of Deo Ca Group - Cau 75 Joint Stock Company is having to deal with.
According to the Management Board of Package XL 24, after 10 months of implementation, only 15/20 bridges have had their land handed over by the investor, including: My Lam, Duc Ninh, Ngoi La 2, Khe Lanh, O Ro, Ngoi Lu, Ngoi Hop, Suoi Thut, National Highway 37 overpass Km12+450, bridge on the branch of National Highway 3B intersection (Km34+631), DT.189 overpass (Km69+672.89), bridge on the branch of Bach Xa intersection (Km70+949.58)... In addition, the investor has handed over the underwater part of Ham Yen bridge (Km49+663.5) and Vinh Tuy bridge (Km76+798.74).
Among the 15 bridges that are said to have handed over the land, there are still some bridge projects facing difficulties and problems related to off-line service roads, along the main route, and access roads for construction. To speed up the progress, the contractor has proactively supported part of the funding for households in the Ham Yen bridge area, Km48, Highway 37 overpass, Khe Lanh, Ngoi La 2, etc. to ensure the construction progress.
“Currently, contractors have to proactively spend hundreds of millions of dong to rent land from local people to be able to access construction sites. The spirit is that wherever there is land, we will immediately bring in human resources and equipment to construct, including enough construction site to construct a bridge pier,” said Mr. Le Duc Tranh, Director of the XL24 Package Management Board.
According to the representative of the joint venture contractor, if the site handover is not completed in the fourth quarter of 2024, this will be the project's progress critical point, even becoming a "bottleneck" in the roadmap to complete the entire Tuyen Quang - Ha Giang expressway (phase I), the section passing through Tuyen Quang province by December 2025 as required by the Prime Minister .
In the report on the implementation status of the Tuyen Quang - Ha Giang Expressway Project (Phase I), the section passing through Tuyen Quang province, sent to the State Steering Committee for important national projects and works, key to the transport sector in early October 2024, the People's Committee of Tuyen Quang province admitted that the project's progress has not met the requirements compared to the set plan.
In addition to the unfavorable weather conditions, the construction site on the section through Tuyen Quang has only reached 56.96/69.7 km (equal to 81.72%) which is also an obstacle causing the output value of most construction packages in this project with a total investment of up to 6,800 billion VND to only hover around 11-12%, even after 10 months of construction.
Remove the "rice and beans" situation of the ground
In Tuyen Quang, another important transport infrastructure project that is facing many difficulties in site clearance is the Ho Chi Minh Road Construction Project, Chu Market - Trung Son Intersection section, invested by the Ministry of Transport.
Mr. Le Anh Tuan, Deputy Minister of Transport, said that after 4 months of construction, the site clearance work in Tuyen Quang province has been very slow, and there has not been much progress in the past; the handover of the site sections has not been continuous, some locations are still stuck with high-voltage power lines, technical infrastructure works, etc., causing difficulties for the contractor's construction organization, affecting the overall progress of the Project.
As of October 8, the section passing through Tuyen Quang province had only handed over 1.24/16.7 km (7.4%); most of the progress milestones on site clearance that the Yen Son District People's Committee agreed with the Ho Chi Minh Road Project Management Board were not completed as planned, while the project completion deadline was set at the end of December 2025.
According to the Ministry of Transport, there are currently at least 3 expressway projects in the list of important national works and projects of the transport sector that are facing problems with site clearance, including: Huu Nghi - Chi Lang; Dong Dang - Tra Linh and Bien Hoa - Vung Tau. In particular, the Bien Hoa - Vung Tau expressway project is a project included in the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway" launched by the Government.
Project Management Board 85 (Ministry of Transport) - the investor of Component Project 2 of the Bien Hoa - Vung Tau Expressway Project Phase I said that as of early October 2024 (ie after more than 15 months of implementation), the project has only been handed over with an area of 118.23/176.74 hectares (reaching 66.89%) with a discontinuous length of about 12.4/18.2 km on the entire route.
Some households that are in the pre-handover campaign only allow contractors to clear the site and construct temporary roads, but are not allowed to dig, fill the roadbed or construct other structures; some locations are still obstructed by trees and structures due to households' slow demolition and recovery; locations of overpasses, underpasses, and drainage culverts are still obstructed by technical infrastructure works, so construction cannot be carried out...
Not only Component Project 2, the site clearance work of the entire Bien Hoa - Vung Tau Expressway Project has only reached 66%.
“The handed-over land area at the Bien Hoa - Vung Tau Expressway Project is still limited, not ensuring the ability to organize simultaneous construction, affecting the project progress to basically complete in 2025 and operate synchronously in 2026,” the Government's report to the National Assembly on the implementation of Resolution No. 59/2022/QH15 on the investment policy of the Bien Hoa - Vung Tau Expressway Project Phase I clearly stated.

“If localities do not focus on “critical” road locations to prioritize; proactively remove difficulties and obstacles, and strengthen mass mobilization work to accelerate site clearance for projects in the fourth quarter of 2024, the 500-day and night sprint competitions will not be enough motivation to create real changes on the construction site,” a representative of the Ministry of Transport assessed.
