Bustling in the rain and flood

After days of heavy rain, on the morning of September 1, the sky along the Bui River brightened. On the main roads passing through Quang Bi, Tran Phu, Xuan Mai, and Hoa Phu, the crowds were more crowded in the bright red of the national flag and the fluttering Party flag.
Not as bustling as the commune center, but in the riverside villages - Dong Dau, Dun, Ben, Dam, Giua, Moi (Quang Bi commune); Huu Van, My Luong, Hoang Van Thu (Tran Phu commune); Nhan Ly, Nam Hai, Hanh Con, Hanh Bo, Tien Tan, Tri Thuy (Xuan Mai commune)... - the sound of people and vehicles resounded as the shock force, police, militia and people were busy raising the dike, fighting floods; and distributing necessities to households in flooded areas.

In the village cultural houses, people gathered to receive gifts from the Government to celebrate National Day. Joy shone on every face. Mr. Le Viet Sinh, from Dun village, was moved: “We are very happy to receive gifts from the Government on the occasion of National Day. This is not only material support but also spiritual encouragement for people in flood-hit areas to be more steadfast in overcoming difficulties.”
Chairman of Quang Bi Commune People's Committee Bui Manh Thang said that along with ensuring the safety of people's lives and property, the commune has determined that the key task is to complete the delivery of gifts to each person, without missing or delaying. As of 1 p.m. on September 1, Quang Bi Commune has paid to 73.6% of households and people in 31 villages, striving to complete the remaining number on September 1.
In Van Son and Dong Ke villages (Tran Phu commune), people organized art festivals and cooked food to celebrate Independence Day. In Dong Ke - where many Muong people live - the atmosphere was even warmer. Ms. Dinh Thi Phuc said: "Every year, people celebrate Independence Day, but this year is much happier because of the attention of all levels and sectors for people's lives. We thank the Party and the Government for always accompanying and taking care of the people."
Similarly in Van Son village, Party Cell Secretary Nguyen Thi Ngan shared that despite the flooding, people here celebrated Independence Day very excitedly compared to previous years.
More resilient against floods
Due to the rain in the basin, water from pumping stations poured out, causing the Bui River flood to continue to peak. The water level of the Bui River at Yen Duyet Station on the morning of September 1 was 7.47m, nearly half a meter above the level III warning level. In difficult times, the spirit of dedication to the people of the local government is even more evident.

Vice Chairman of Xuan Mai Commune People's Committee Trinh Ba Thuong shared: "Since the flood, the commune officials have not had a day off, they are on duty day and night". The commune mobilized 650 people, 17 vehicles, 17,000 sacks, 1,300m³ of sand to build and raise the dike, promptly handle three landslides; at the same time, 40 households with 179 people were evacuated from the danger zone.

Vice Chairman of the People's Committee of Tran Phu Commune, Le Duc Tung, said that on the night of July 26 and early morning of August 27, the commune organized an emergency evacuation of high-risk households and deployed a response plan. More than 562 people, 7 vehicles, and 15,000 sacks were mobilized; specialized subcommittees were on duty 24/7 at key dike points, reinforcing 300m3 of sand and rock, clearing canals, and placing warning signs. Thanks to that, 43 households with 258 people were safely evacuated, people's lives were stable, and there was no shortage of food or medicine.
In Quang Bi, as soon as the flood water rose, the commune leaders went directly to the grassroots to give instructions. The police and military forces were on duty, dismantling the pontoon bridge in Coc Ha village to ensure safety, installing warning signs, strictly prohibiting people and vehicles from passing. The commune mobilized more than 120 people, 2,600 sacks, 87m³ of sand to build over 800m of road, 7 culverts and an entrance to the cultural house, preventing water from flooding the village. At the same time, 51 households with 191 people in Dong Dau, Dam, Dun, Moi, Giua, and Thon 5 were promptly evacuated. The government also supported 260 bottles of drinking water, 50 flashlights and many types of medicine, helping people stabilize their lives on Independence Day.
During the first working session of the flood season with the communes of Xuan Mai and Tran Phu, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen directed that the more difficult the situation, the more localities must unite and act more decisively to protect the people, while orienting the research of sustainable solutions for the "flood center" of Bui River. That direction, together with the spirit of solidarity and dedication of the local authorities, has added confidence for the people to firmly overcome challenges, moving towards a safe and prosperous life.
