Ministry of Construction plans to cut and reduce 66% of administrative procedures

(Chinhphu.vn) - According to the initial synthesis results, the Ministry of Construction has proposed to cut 174/447 business conditions, a rate of 38%. The number of administrative procedures (TTHC) considered for reduction is 278/421 TTHC, a rate of 66%.

At the conference on May work and deployment of key tasks for June 2025 of the Ministry of Construction on June 6, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, said: Regarding the work of cutting and simplifying administrative procedures (APs), implementing Resolution 66 and the Prime Minister 's directives, the agencies and units under the Ministry of Construction have completed the step of reviewing and making a list of APs related to production and business under the Ministry's management.

Cut and reduce 66% of administrative procedures

Based on the statistical list, the number of administrative procedures that the Ministry needs to cut is 134 business investment conditions (30%), more than VND 3,700 billion in administrative procedure compliance costs (30%), and 1,230 days (30%) in the time to handle administrative procedures.

According to the initial synthesis results, 174/447 business conditions are proposed to be cut, a rate of 38%.

The number of administrative procedures considered for reduction is 278/421 administrative procedures, a rate of 66%. The time to implement administrative procedures is reduced by about 1,197/4,101 days, a rate of more than 29.2%. The cost of complying with administrative procedures reduced is more than 3,600/12,524 billion VND, a rate of 29.1.

It is expected that the number of legal documents that need to be amended and supplemented is 32, including 7 laws, 27 Decrees, and 15 Circulars.

Agencies and units under the Ministry of Construction are implementing step 2, which is to complete the plan to reduce and simplify administrative procedures related to production and business, ensuring the reduction rate and reporting schedule to the Prime Minister before June 30, 2025.

"Regarding the task of implementing the Prime Minister's Official Dispatch 78 on focusing on reducing and simplifying administrative procedures in the construction sector, the Department of Economics - Construction Investment Management has reviewed and identified legal documents that need to be amended to study implementation plans and propose a plan to incorporate the amended content into legal documents under construction to shorten the implementation time," Mr. Duc informed.

Decentralization, complete decentralization

For more information, Ms. Tran Thi Minh Hien, Director of the Legal Department, said that May is the peak month for the Ministry of Construction to participate in the drafting of legal documents.

Implementing the policy of promoting decentralization and delegation according to the direction of the Politburo and the Prime Minister, the Ministry of Construction has urgently reviewed the whole, proposed amendments and supplements to legal documents in the direction of promoting decentralization and delegation of power thoroughly to local authorities associated with the organization and implementation of 2-level local authorities.

Number of tasks and powers decentralized and delegated: 118/235 tasks, accounting for 50.21% of the total number of tasks and powers being implemented by the Central Government.

The number of tasks and powers proposed to be retained is 117. The tasks retained for central implementation include some general and system-safety contents and tasks such as national railway infrastructure, technical and specialized contents that cannot be delegated to localities, tasks related to national defense and security such as airspace management, and powers prescribed by international treaties.

The number of tasks on the division of authority is 133 tasks, of which, from district to commune level, 112 tasks, from district to province level, 21 tasks.

Two decrees on decentralization and delegation of power have been developed and completed for appraisal according to the required plan.

"The decree on decentralization and delegation of power has also been consulted by local authorities and has been fully synthesized, absorbed, and explained," informed the Director of the Legal Department.

Acknowledging the results achieved by the whole industry in the first 5 months of the year, Minister Tran Hong Minh assessed that in the past time, the units have performed their tasks well in the spirit of "running while lining up", especially the positivity in reviewing decentralization and decentralization of State management in the fields of construction, transportation, and delimiting authority when implementing local government according to the 2-level local government organization model, reforming administrative procedures, and cutting down on business conditions.

"There are days when the headquarters is lit up all night to receive and complete comments. That really moves me," the Minister shared.

To improve the effectiveness of State management in the construction sector, the Minister requested relevant units to focus resources on building and completing Law projects according to the set plan.

In particular, for the draft Law on Railways (amended), the Minister requested to quickly complete and supplement specific mechanisms and policies, implement projects as quickly as possible, not let procedures hinder, slow down progress, cause difficulties in developing the railway industry, and submit it to the National Assembly for consideration and approval at this 9th session.

Departments and offices are also requested to urgently review and complete legal documents on decentralization, delegation of authority and implementation of the 2-level local government model; Focus on reviewing, cutting and strongly simplifying administrative procedures and business conditions in the construction sector. The Minister requested "to clearly distinguish which ones should be cut and which ones should be simplified".
