The document clearly states that, implementing Official Dispatch No. 92/CD-TTg dated June 20, 2025 of the Prime Minister on focusing on implementing key tasks to deploy the 2-level local government model from July 1, 2025, the Ministry of Culture, Sports and Tourism requests:
Agencies and units under the Ministry monitor and urge the implementation of Decree No. 137/2025/ND-CP dated June 12, 2025, stipulating the decentralization of authority of local authorities at 02 levels in the fields of culture, sports and tourism and Decree No. 138/2025/ND-CP dated June 12, 2025, stipulating the decentralization and delegation of authority in the fields of culture, sports and tourism according to the fields assigned for management advice; in the process of implementation, if any problems arise, promptly advise on additional guidance and adjustments to ensure effective and smooth organization of activities.
At the same time, review, propose amendments, supplements, new issuance (if necessary) or abolish Circulars and instructions within the scope of assigned tasks, powers, and fields of management advice, ensuring consistency and consistency with newly issued regulations.
The Office of the Ministry shall announce and publicly update on the National Database of Administrative Procedures administrative procedures that have been decentralized, delegated, and assigned the authority to resolve in Decree No. 137/2025/ND-CP, Decree No. 138/2025/ND-CP and Circular No. 09/2025/TT-BVHTTDL dated June 12, 2025 regulating the decentralization and assignment of authority of local authorities at 02 levels in the fields of culture, sports and tourism; advise on guidance on records, sample procedures, processes, order, and procedures for resolving administrative procedures for people, organizations, and enterprises.
The Department of Personnel Organization advises the Ministry's leaders in closely monitoring and inspecting the implementation of the establishment of provincial-level specialized agencies in accordance with the Central Government's policy, and only establishing specific departments when ensuring that all criteria and conditions are fully met according to regulations. At the same time, thoroughly inspect and review the processes and procedures between ministries, functional branches, and localities in resolving and paying benefits and policies for cadres, civil servants, public employees, and workers who quit their jobs due to reorganization, ensuring that the procedures are simplified and can be implemented immediately; in cases where a decision has been made to quit their jobs, the resolution and payment of benefits and policies must be completed no later than June 30, 2025.
In addition, continue to effectively organize the Standing Unit at the Ministry of Culture, Sports and Tourism (focal point in charge, hotline), promote the role, responsibility and effectiveness in receiving, guiding, answering the contents, proposals and recommendations of agencies, units and localities; Propose to reward collectives and individuals with achievements; remind, criticize and handle collectives and individuals whose implementation has not ensured the progress requirements set out in guiding, organizing the arrangement of administrative units and organizing and operating local governments at 02 levels.
The Legal Department is the focal point for advising and guiding localities in implementing Decree No. 137/2025/ND-CP, Decree No. 138/2025/ND-CP and Circular No. 09/2025/TT-BVHTTDL; Synthesize the review results and proposals of agencies and units under the Ministry on amending, supplementing, issuing new (if necessary) or abolishing Circulars, and reporting to the Ministry's leaders./.
