Deputy Prime Minister Mai Van Chinh said that it is necessary to create institutional breakthroughs, design mechanisms and policies, and create space for development in the direction of "transforming cultural values ​​into resources for development".

On the morning of June 26, the 1st Congress of the Party Committee of the Ministry of Culture, Sports and Tourism, term 2025 - 2030, solemnly opened at the Hanoi Opera House.

Speaking at the Congress, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Mai Van Chinh stated that in the atmosphere where the whole country is urgently deploying and organizing two-level local governments to come into operation from July 1, 2025, while actively competing and achieving achievements to welcome Party Congresses at all levels, towards the 14th National Congress of the Party, we are pleased to see that in the past term, despite facing many complex and unpredictable changes in the regional and world situation, the entire Party, the entire people, and the entire army have been highly determined, made great efforts, acted resolutely, overcame difficulties, overcame challenges, and effectively implemented the Resolution of the 13th National Party Congress, achieving important and comprehensive results.

Among those common achievements, the Party Committee of the Ministry of Culture, Sports and Tourism has many important and outstanding contributions.

In particular, regarding Party building and the political system: The Party Committee of the Ministry of Culture, Sports and Tourism has thoroughly grasped the resolutions and directives of the Central Committee; focused on leading and directing the work of comprehensive Party building in terms of politics, ideology, ethics, organization and cadres. The study and following of Ho Chi Minh's ideology, ethics and style have been seriously implemented.

The Ministry has advised on the successful organization of the 2021 National Cultural Conference, advised the Prime Minister to attend and direct the first National Conference to honor typical advanced examples in the cultural field held on the occasion of the 78th anniversary of the industry's Traditional Day, creating new momentum and new spirit.

Continuing to strongly transform creative thinking, advising on institutional building, policies on culture, sports and tourism have been supplemented, newly developed, and increasingly perfected. Since the beginning of the term, the work of building legal documents of the Ministry has achieved positive results.

Notably, at the 9th Session, the 15th National Assembly passed a Resolution on investment policy for the National Target Program on Cultural Development for the 2025-2035 period and amended and supplemented a number of articles of the Advertising Law. At the same time, 2 Strategies and 2 Industry Development Plans were issued by the Prime Minister.

The work of building a cultural environment is associated with building "National value system, cultural value system, family value system and Vietnamese human standards in the new period"; at the same time, focusing on building model points for building a local cultural environment, office culture, corporate culture, and entrepreneurs.

National cultural heritage is preserved, maintained and promoted; closely connected with tourism and cultural industries to create new values. Cultural industry has clearly flourished, contributing to meeting people's cultural enjoyment needs and contributing to the country's economic growth.

Foreign affairs culture has achieved many new milestones, gradually transforming fundamentally from "Meeting and exchanging" to "True cooperation". For the first time, Vietnam has assumed a position in 6 key operating mechanisms of UNESCO.

Successfully organized cultural weeks/days, cultural festivals, and Vietnamese tourism abroad, contributing to building brands, developing the socio-economy of localities, and enhancing the country's position; improving Vietnam's soft power index. Improving the quality and scale of international cultural and artistic exchange programs, thereby enhancing Vietnam's image and position in the international arena.

The press, media and publishing sector has achieved many new achievements, playing a leading role on the cultural and ideological front, pioneering in effectively implementing the Party's guidelines and policies and the State's laws to the people; encouraging and arousing the spirit of self-reliance, self-strengthening, daring to think, daring to do, will and determination, overcoming difficulties and challenges to realize the aspirations and visions of national development; performing well the role of supervision and criticism; providing accurate, timely, honest and objective information.

Vietnam tourism has become a bright spot in the country's economic picture after the COVID-19 pandemic, contributing to promoting economic growth, attracting investment, creating jobs and promoting the image of Vietnam. Vietnam continues to be honored as the "World's Leading Heritage Destination" and for the fourth consecutive time was honored as "Asia's Leading Destination" at the World Travel Awards.

Physical education and sports have achieved many positive results, contributing significantly to improving stature and physical condition, making "the people strong, the country prosperous", promoting solidarity, building a healthy, dynamic and creative community. The number of people practicing physical education and sports regularly nationwide is higher year after year. The 31st SEA Games was carefully organized and a great success, leaving a good impression on the people of the whole country and international friends; Vietnam led the SEA Games for two consecutive times, especially for the first time winning the overall first place at a congress held in a foreign country.

Advise and organize the implementation of major holidays (50 years of Southern liberation and national reunification, 135 years of President Ho Chi Minh's birthday, 100 years of Vietnam Revolutionary Press) taking place solemnly, creating good impressions, a series of cultural and artistic activities, seminars, paying tribute to predecessors and arousing aspirations, creating a premise for the good organization of the parade, march to celebrate the 80th anniversary of National Day September 2, 1945.

On behalf of the Government Party Committee Standing Committee, Deputy Prime Minister Mai Van Chinh acknowledged and commended the efforts of the Party Committee of the Ministry of Culture, Sports and Tourism in leading and directing the achievement of the above important results.

The Deputy Prime Minister expressed his agreement with the Report and requested the comrades in the new term Executive Committee to continue to inherit the achieved results, and at the same time have solutions to overcome the limitations and shortcomings to do better in the coming time.

According to Deputy Prime Minister Mai Van Chinh, Vietnam's position, power and international reputation are increasingly enhanced. The economy continues to develop, integrate deeply and widely, and undergo strong digital transformation, creating more and more space and resources for investment in the development of culture, sports and tourism. The Party and State pay special attention to the development of culture and people. Culture is identified as the spiritual foundation and an important endogenous strength in the cause of rapid and sustainable national development.

In addition, the strong development of digital technology, AI, digital media, creative industries, etc. opens up new spaces, new tools, new markets for the culture, sports and tourism industry to approach, create and connect more deeply with the world. The demand for enjoying culture, sports and tourism is increasingly high, diverse and of better quality. People are increasingly interested in spiritual life, health care, and comprehensive physical and mental development.

Based on the results and lessons learned from the past term; basically agreeing with the directions, goals, tasks and solutions for the 2025-2030 term; Deputy Prime Minister Mai Van Chinh proposed that the Congress focus on the following issues:

Firstly, continue to improve the quality of Party building work and a clean and strong political system.

Developing legal policies to promote the development of cultural industry, entertainment industry, breakthroughs in tourism, and transformation in sports in the spirit of "increasing national soft power through culture, from culture".

Sixth, focus on building a professional, humane, modern press and publishing industry worthy of its 100-year history of formation and development; so that the press can truly be the core, playing a pioneering role on the ideological and cultural front, making great contributions to the country's revolutionary cause, arousing trust and responsibility, and contributing to creating social consensus;

Seventh, build a movement of physical exercise and sports according to the advice of beloved Uncle Ho: "...exercising and improving health is the duty of every patriot". Strengthen physical education and school sports to truly improve people's physical strength and stature, contributing to "creating a source" for high-performance sports and forming a generation of Vietnamese people with "a pure heart, bright mind, strong will, determination, and great ambitions";

Eighth, Build and develop a national tourism brand imbued with national cultural identity, bringing "Tourism Smiles". Develop a number of high-quality tourism products with international competitiveness. Strive to bring Vietnam into the group of 30 countries with the world's leading tourism competitiveness by 2030, attracting about 45 million international visitors, with total tourism revenue of about 13-14% of GDP.
