The report stated that in recent times, the leadership and direction of Party committees at all levels in the field of physical education and sports continued to receive attention, contributing to promoting the development of the physical education and sports movement in both breadth and depth. The campaign "All people exercise following the example of great Uncle Ho" was effectively implemented, attracting a large number of people to participate. Special groups such as the elderly and people with disabilities were given the opportunity to participate in sports activities; many traditional sports such as tug of war and stick pushing were restored and developed. The rate of people regularly practicing physical education and the number of sports households increased significantly, reflecting the strong spread of the movement after many years of implementing the Law on Physical Education and Sports.
The Law on Physical Training and Sports was effectively implemented, attracting a large number of people to participate and respond.
In particular, physical training and sports activities for everyone continue to be promoted through the Campaign "All people practice physical training following the example of great Uncle Ho", associated with local and national holidays and anniversaries and the Sports Congress at all levels of Ben Tre province. Thanks to that, the physical training movement among all classes of people is increasingly developing in both breadth and depth.
Specifically, the number of people regularly practicing physical exercise and sports in 2017 was 479,780/1,276,012 people, accounting for 37.55% of the population. By 2024, it will be 655,107/1,334,230, accounting for 49.1% of the population (an increase of 11.55% compared to 2017).
The number of sports families in 2017 was 123,637/371,734, accounting for 33.26% of households. In 2024, it was 183,992/388,825, accounting for 47.32% of households (an increase of 14.06% compared to 2017).
The network of sports clubs for each subject and multiple subjects is also maintained and developed. In 2017, there were 1,129 clubs; by 2024, there will be 1,623 clubs of 2 sets, gathering places, and groups for each subject and multiple subjects widely developed in districts and cities, of which clubs for Health Care, Yoga, Martial Arts, Football, Badminton, etc. are the clubs with the largest number and formed throughout the province.
The number of schools with enough trained physical education teachers and standard physical education classes from 2017 reached 95% and now reaches 100%, the number of armed forces officers and soldiers achieving the title of strong soldier is 98%.
Provincial sports competitions are held regularly, contributing to improving professional qualifications, creating an exciting atmosphere, motivating people to practice and being an important basis for selecting talented athletes.
High-performance sports are oriented to develop in line with the general trend of the whole country. Some sports have achieved outstanding results compared to before, achieving positive results at national sports competitions, contributing to raising the sports status of the province.
Since the Law on Sports and Physical Training came into effect, the Department of Culture, Sports and Tourism of Ben Tre province has proactively selected and invested in developing key sports. Currently, the province is focusing on investing in 11 sports including: Canoeing, Swimming, Athletics, Judo, Vovinam, Chess, Indoor Volleyball, Beach Volleyball, Petanque, Kurash and KickBoxing. The work of selecting, training and preparing athletes for national, regional tournaments and the National Sports Festival is carried out systematically and with focus.
The province has successfully organized the 9th National Sports Festival (2021-2022), contributing to discovering, nurturing and improving the force of high-performance athletes. Every year, the General Department of Sports and Physical Training (now the Vietnam Sports Department) recognizes 10-15 athletes who have achieved the title of Grandmaster, 25-30 level I athletes and calls up 10-15 athletes to the national team and youth team in strong sports such as Swimming, Judo, Kickboxing, Kurash, Beach Volleyball. Currently, the Provincial Sports Talent School is managing, training and coaching 202 athletes in the gifted teams, youth teams and provincial teams, creating a solid resource for high-performance sports in the coming years.
In the report, the Provincial People's Committee also proposed and recommended that the Government consider issuing a policy to increase the proportion of state budget expenditure for physical training and sports activities at all levels and increase investment in building physical training and sports facilities at the grassroots level.
Regarding the Central Ministries and branches, the Provincial People's Committee proposes to soon issue special preferential regulations on converting land use purposes to build sports facilities. At the same time, it is recommended that the Ministry of Culture, Sports and Tourism supplement the applicable subjects in Circular No. 05/2021/TT-BVHTTDL dated June 25, 2021 for sports teams of provinces, cities and branches; at the same time, promptly issue Circulars regulating professional training and training equipment standards for sports that are not currently regulated such as Aerobics, Chess, Pickleball... to facilitate the conversion of sports business households into enterprise models, while supporting state management at the local level.
In addition, the Provincial People's Committee also requested the Ministry of Culture, Sports and Tourism to coordinate with the Ministry of Finance to promptly issue a new Circular to replace Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL dated December 30, 2011 on financial spending regime for sports competitions, in order to be consistent with the current practical situation and management requirements.
