Ministry of Finance informed about transferring old headquarters to Binh Dinh province for management

From 2022 to present, the Ministry of Finance has made 4 decisions to transfer 5 old offices of Central units to Binh Dinh province for management and handling.

Binh Dinh has repeatedly proposed that the old Tay Son District People's Court headquarters be returned to local management (to be used as a working office and a hall to open short-term training courses).
Binh Dinh has repeatedly proposed that the old Tay Son District People's Court headquarters be managed by the local authorities. The purpose is to have the Tay Son District Political Center serve as a working office and a hall to open short-term training courses.

According to the feedback of voters in Binh Dinh province, currently, according to the working needs of a number of central units located in the province, the People's Committee of this province has allocated land to build new working headquarters and agreed to hand over the old headquarters to the locality for management and use such as An Nhon Town Social Security (Vietnam Social Security has invested in building a new headquarters and put it into use since December 30, 2020).

In addition, the office of Tuy Phuoc District People's Court (No. 67 Dao Tan Street, Tuy Phuoc Town) and the office of Tay Son District People's Court (No. 85 Phan Dinh Phung Street, Phu Phong Town) are currently redundant and not in use because the Binh Dinh People's Committee has allocated land without collecting land use fees to build new offices and put them into operation.

Therefore, voters of this province recommend that the Ministry of Finance, together with relevant ministries and branches, review and complete procedures for transferring to local management and use to avoid wasting public assets.

Responding to voters' petitions, the Ministry of Finance said that in the past, the Ministry has issued 4 decisions to transfer old offices to localities for management and handling.

Specifically, Decision No. 2064, dated October 6, 2022 on the transfer of the old office of An Lao District Social Insurance (at Village 9, An Lao Town, An Lao District) and An Nhon Town Social Insurance (at No. 77 Le Hong Phong, An Nhon Town) from Vietnam Social Insurance to Binh Dinh Provincial People's Committee.

Next, Decision No. 2730, dated December 12, 2023 on the transfer of the old office of Tuy Phuoc District People's Court (at No. 67 Dao Tan Street, Tuy Phuoc Town, Tuy Phuoc District) and Decision No. 1706, dated July 22, 2024 on the transfer of the old office of Tay Son District People's Court (at No. 85 Phan Dinh Phung Street, Phu Phong Town, Tay Son District) from the Supreme People's Court to the People's Committee of Binh Dinh Province.

The most recent is Decision No. 1437, dated June 26, 2024, on the transfer of the old office of the Civil Judgment Enforcement Office of Tay Son district (at No. 196 Phan Dinh Phung Street, Phu Phong town, Tay Son district) from the Ministry of Justice to the People's Committee of Binh Dinh province.

Regarding the old office of Van Canh District Social Insurance (in Hiep Hoi Quarter, Van Canh Town, Van Canh District), voters reflected, the Ministry of Finance responded, Vietnam Social Insurance has not sent a document to the Ministry of Finance proposing a plan to rearrange and handle this office (as of the end of July 2024).

Therefore, the Ministry of Finance issued Official Dispatch No. 8073, dated July 31, 2024, requesting Vietnam Social Security to review and propose a plan to rearrange and handle houses and land managed and used by Vietnam Social Security in Binh Dinh province as well as other provinces and cities according to regulations (in Decree No. 167/2017/ND-CP, Decree No. 67/2021/ND-CP of the Government on rearrangement and handling of public assets) to send to the Ministry of Finance for consideration according to its authority.
