Accordingly, the National Assembly resolved to supplement the 2023 state budget revenue estimate, the increase in 2023 state budget revenue that has not been supplemented in Resolution No. 1077/NQ-UBTVQH15 dated June 28, 2024 of the National Assembly Standing Committee on supplementing the 2023 state budget revenue estimate; allocate and use the source of increased revenue and save regular expenditure of the central budget in 2023 of VND 16,655 billion, including: increased central budget revenue of VND 12,974 billion; increased local budget revenue of VND 3,681 billion.
The National Assembly resolved to approve the 2023 state budget settlement.
The total state budget revenue is 3,023,547 billion VND, including revenue transferred from 2022 to 2023, revenue from local budget surplus in 2022, and revenue from financial reserve funds according to the provisions of the State Budget Law.
The total state budget expenditure is 3,176,154 billion VND, including expenditure transferred from 2023 to 2024.
The state budget deficit is VND 291,564 billion, equal to 2.83% of GDP, excluding local budget surplus.
The total state budget loan to cover the deficit and repay principal is VND 482,625 billion.
The National Assembly assigned the Government to publicly disclose the 2023 state budget settlement in accordance with regulations.
The Government directs ministries, central agencies, People's Committees at all levels and units managing state budget revenue and expenditure to continue implementing drastic and synchronous measures to strengthen financial discipline and order in the preparation and implementation of state budget estimates and finalization, and to overcome shortcomings and limitations that have lasted for many years. In 2025, urgently implement unfinished tasks and solutions in the Resolutions of the National Assembly and the National Assembly Standing Committee related to the finalization of the state budget; Continue to strictly implement solutions to overcome shortcomings, limitations and proposals and recommendations stated in the Report on reception and explanation No. 1356/BC-UBTVQH15 dated June 26, 2025 of the National Assembly Standing Committee, Verification Report No. 378/BC-UBKTTC15 dated May 16, 2025 of the National Assembly's Economic and Financial Committee, Report No. 41/BC-KTNN dated May 13, 2025 of the State Audit on auditing the 2023 state budget settlement and opinions of National Assembly deputies at the 9th session of the 15th National Assembly on the 2023 state budget settlement.
At the same time, clarify the causes and responsibilities of leaders, collectives and individuals managing and using the state budget who do not strictly comply with legal provisions in preparing and implementing the 2023 state budget estimates and final accounts; strictly handle violations. Review collectives and individuals of ministries, central agencies, People's Committees at all levels and units managing and using the state budget who have violated the preparation and implementation of the state budget estimates and final accounts.
Along with that, continue to rectify and overcome shortcomings and limitations in the establishment, management and use of the state budget; strictly manage and use the increased state budget revenue in conjunction with the operation and development of plans to mobilize loans to offset budget deficits and repay principal debts of the state budget to ensure savings, efficiency and compliance with legal regulations; strictly manage expenditures transferred from state budget sources to ensure compliance with regulations.
The National Assembly assigned the Government to continue to strictly control the state budget deficit and public debt to ensure national financial security and macroeconomic stability; strictly implement the provisions of the State Budget Law in preparing, reviewing, appraising, and submitting state budget settlement reports.
