Comrade Hoang Trung, Deputy Minister of Agriculture and Environment and Comrade Nguyen Anh Chuc, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee co-chaired the conference. Also attending were Comrade Dinh Van Tien, Member of the Provincial Party Committee Standing Committee, Director of the Department of Agriculture and Environment; leaders of units under the Ministry of Agriculture and Environment, leaders of a number of relevant departments and branches; representatives of the authorities of wards and communes in the province.
According to the report of the Department of Agriculture and Environment of Ninh Binh, after the merger, the Department has arranged the organizational structure, implemented decentralization, delegation and assignment of authority, reviewed tasks, built implementation procedures, assigned focal points to perform work in a systematic and scientific manner.
In the first 6 months of 2025, the Department's specialized activities achieved good results in the fields of cultivation, animal husbandry, aquaculture, new rural construction, dykes, land and environment.
Implementing the two-level local government model, the Department of Agriculture and Environment has advised the province on specific tasks to effectively operate the agricultural and environmental sectors. When organized according to the two-level model, the commune (ward) level is assigned 220 authorities and tasks transferred from the district level in 15 different sectors, including the agricultural and environmental sectors.
However, in the process of implementing this model, there are still many difficulties and shortcomings. The team of professional staff at the commune and ward levels is still small, lacking and unable to meet the tasks in a timely manner. Equipment is also lacking to perform the decentralized and delegated tasks. Some contents of decentralization and delegation are not consistent with the issued legal documents, especially in areas such as land use planning, land transfer approval procedures, regulations for rice-growing land use projects; administrative procedures on cultivation and plant protection. These are issues that grassroots officials and leaders have raised opinions and recommendations.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Anh Chuc assessed: The implementation of the two-level government in Ninh Binh province has been basically smooth, without leaving any areas vacant. Many issues that were resolved early have been agreed upon and welcomed by the people. However, during the operation, there are still issues that need to be resolved. When performing its tasks, the Department of Agriculture and Environment has regularly discussed and asked for opinions from the Ministry to remove difficulties and obstacles.
However, to make the operation process faster, better, and more effective, it is necessary to continue to adjust it to suit. At the commune and ward levels, the authority is currently very large, it is necessary to ensure the capacity and ability to solve the work, not to let it get stuck. However, the current staffing at the commune level is still small, the structure is not balanced, and in the future, there needs to be appropriate adjustments. The province hopes to receive support and assistance from the Ministry of Agriculture and Environment so that the operation of the 2-level government model of Ninh Binh province can be more effective.
At the meeting, leaders of departments, offices and institutes under the Ministry of Agriculture and Environment discussed and specifically answered local problems.
Concluding the meeting, Deputy Minister Hoang Trung requested the Ministry's specialized units to study and respond in writing to the difficulties of localities as soon as possible. The Ministry of Agriculture and Environment also established a hotline and issued a handbook to remove obstacles for provinces and cities in the process of operating two-level local governments.
On the local side, the Deputy Minister requested to proactively review the decrees and circulars of the Ministry to propose obstacles, ensuring speed and transparency for people and businesses. At the same time, localities need to consider organizing models such as establishing inter-commune professional stations to increase specialized staff to support commune levels. Civil servants in charge of the field of agriculture and environment at the commune level need to be trained more, improve their professional qualifications and apply technology. Regular exchanges between localities and the Ministry's agencies are necessary to remove difficulties in practice.
The Ministry of Agriculture and Environment is also urgently developing a Circular to provide unified guidance on the functions and tasks of public service units in the field of agriculture and environment, creating a solid legal basis for localities in restructuring their apparatus. Deputy Minister Hoang Trung expressed his hope that these solutions will help the agriculture and environment sector of Ninh Binh province effectively operate the two-level local government model, meeting the requirements of development and integration.
