Immediately after the Government issued Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP related to the division of authority in the field of science and technology, the Hanoi People's Committee proactively and synchronously deployed key tasks.

Firstly, training and coaching. The Hanoi People's Committee organized training courses on digital skills and information system operation for thousands of officials and civil servants. In addition, more than 240 civil servants in the science and technology sector participated in training courses on digital transformation and artificial intelligence (AI) applications.
Second, regarding job placement, the City People's Committee has ensured that 100% of civil servants and public employees at the People's Committees of communes and wards have certificates in information technology (IT), working in positions specializing in IT and digital transformation. This is an important step to ensure effective implementation of digital transformation in the locality.
Third, the movement "Digital Education for All" and the campaign "45 days and nights supporting digital transformation" were organized, attracting the participation of students, youth union members and businesses from 126 communes and wards. Thanks to the active participation of these forces, the rate of online applications in Hanoi has increased significantly, from less than 1% in the early stages to more than 25% in just one month.
Regarding technical infrastructure, Hanoi has reviewed and made the most of available equipment and implemented synchronous investment in IT systems, helping to connect data to serve operations, while ensuring information security and data backup. All 126 communes and wards have completed 16 monitoring criteria as required by Steering Committee 57, reaching a rate of 100%, affirming the city's determination in implementing a two-level government.
The city is also actively implementing the Intelligent Operations Center (IOC), testing the application of AI and remote sensing data in management and operation, opening up new directions in building smart cities and digital government.
In the field of science and technology, the Hanoi Department of Science and Technology has proactively advised and submitted 119 administrative procedures to the Public Administration Service Center, and built internal processes and electronic processes to handle 181 administrative procedures.
However, Hanoi still faces some difficulties in the implementation process, especially when the volume of administrative procedures decentralized to localities is very large and many new procedures require specialized expertise, while the capacity of commune-level officials is limited. In the field of digital transformation, specialized IT human resources are still lacking, and some systems and databases cannot be connected and shared with the City, affecting the progress of implementing online public services.
During the survey, the Center made eight recommendations to improve the mechanisms, processes and infrastructure for enforcement. The proposals include promoting the elimination of unnecessary certification requirements, implementing the "Digital Station" model at one-stop-shop departments at all levels, piloting decentralization for the Hanoi People's Committee to determine the list of procedures for issuing electronic copies, integrating the VNeID system with the Public Service Portal, and piloting the digital authorization mechanism in administrative procedures.
Deputy Minister of Science and Technology Bui Hoang Phuong said that the Ministry of Science and Technology has established 12 working groups to work with 34 provinces and cities. Through the survey, the Ministry found that localities have proactively arranged their apparatus, shortened the time for processing procedures and promoted the application of IT.
The Ministry of Science and Technology has also established a Standing Team and 24/7 online interactive groups to promptly respond to recommendations and review inappropriate legal documents, ensuring a unified legal corridor.
The Ministry will coordinate with Hanoi to promote the application of science and technology in providing online public services, shortening the time to process procedures, reducing costs for people and businesses, and focusing on training officials, especially in digital transformation. The Ministry of Science and Technology will continue to support Hanoi in particular and localities in general in operating the two-tier local government model, especially in the fields of science and technology, innovation and digital transformation.
