The National Assembly voted to pass the Law on Cadres and Civil Servants (amended).
After that, the National Assembly discussed in the hall the draft Law on Judicial Assistance in Criminal Matters. Through the discussion, the delegates agreed with the necessity of enacting the law, because this is not only an intrinsic requirement of judicial reform, but also contributes to effectively combating cross-border organized criminal crimes, ensuring security and order, overcoming shortcomings, limitations, difficulties, and obstacles, and improving the effectiveness of these activities. At the same time, there were a number of opinions on issues such as: Asset tracing, crime tools, digital appraisal, electronic data, witness protection; coordination mechanism of the Supreme People's Procuracy with other agencies such as the Court, the Ministry of Public Security, the Ministry of Foreign Affairs; the issue of asset recovery; principles, order, and procedures for agreements on asset sharing with foreign countries, etc.
Concluding the discussion session, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that the National Assembly Standing Committee will direct the full synthesis of opinions of the National Assembly deputies in both groups and halls to send to the Supreme People's Procuracy and relevant agencies for research, acceptance and reporting to the National Assembly deputies. The National Assembly Standing Committee assigned the Standing Committee of the Law and Justice Committee to assist the National Assembly Standing Committee in presiding over and coordinating with the Supreme People's Procuracy and relevant agencies in researching, accepting, explaining and revising the draft law to report to the National Assembly Standing Committee for comments on acceptance and revision before submitting it to the National Assembly for approval at the 10th Session according to the provisions of the old Law on Promulgation of Legal Documents.
Next, the National Assembly listened to the Report and the Verification Report on the handling of debt collection sources of policy credit programs funded by the state budget that have expired at the Vietnam Bank for Social Policies and discussed this content in the hall.
According to the Report, from 2008 to 2017, the budget has provided nearly VND 6,070 billion to the Social Policy Bank, which is used for housing loans, supporting ethnic minorities and poor districts to export labor, with loan terms from 5 to 15 years. By the end of April, the Social Policy Bank had recovered more than VND 3,144 billion, with outstanding debt of more than VND 2,924 billion and is expected to be collected by 2035. Meanwhile, the loan demand for policy credit programs by the end of 2025 is about VND 31,727 billion, the need for state budget capital needed to arrange for lending to policy credit programs is about VND 16,727 billion. The Policy Bank recommends allowing the use of recovered capital and continued recovery in the coming time of expired state budget-funded policy credit programs to lend to social housing programs according to the provisions of Decree No. 100/2024/ND-CP.
Through discussion, the majority of National Assembly deputies agreed to allow the Social Policy Bank to continue using the state budget capital allocated to lend to credit programs at the bank, ensuring social security. At the same time, they proposed solutions to continue bringing these capital sources into life.
In the afternoon, with a high majority of delegates voting in favor, the National Assembly voted to pass 3 Laws, including: Law amending and supplementing a number of articles of the Law on Organization of People's Courts (414/416 delegates participating in the vote in favor); Law amending and supplementing a number of articles of the Law on Organization of People's Procuracy (with 409/412 delegates participating in the vote in favor) and Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies (415/418 delegates participating in the vote in favor).
Voted to pass 2 Resolutions of the National Assembly, including: Resolution on the mechanism for handling difficulties and obstacles due to legal regulations (397/411 delegates voted in favor) and Resolution on the National Assembly's Supervision Program in 2026 (402/404 delegates voted in favor).
Afterwards, the National Assembly discussed in the hall the results of monitoring the settlement of voters' petitions sent to the 8th Session of the 15th National Assembly.
