Bien Hoa organizes propaganda and mobilizes businesses to relocate their facilities out of illegally built industrial clusters.

At the propaganda session, the local government sent the Decision of Bien Hoa City People's Committee on compulsory enforcement of remedial measures to business owners and establishments for construction works on land not permitted for construction.

In addition, two working groups of the Bien Hoa City Party Committee Standing Committee have disseminated and explained regulations on land and construction, thereby mobilizing owners of establishments and businesses to promptly correct the violations according to the content of the issued decision with a self-correction period of 15 days.

After the above time, the People's Committee of Phuoc Tan Ward will proceed to enforce the demolition of the construction according to regulations. Through propaganda and mobilization, the majority of business owners have become aware of violations in the construction field, and at the same time said that they will consider renting land to relocate factories to suitable locations.

However, it is very difficult for a business to relocate within 15 days, so a representative of a business proposed a longer commitment to self-dismantle, but still within the 180-day period of forced remediation.

Previously, implementing the direction of the Provincial Party Committee and the People's Committee of Dong Nai province on implementing remedial measures in the field of construction and land in the area of 72.08 hectares in Phuoc Tan ward according to Inspection Conclusion No. 2804/KL-UBND dated March 18, 2020 of the People's Committee of Dong Nai province on violations related to the conversion of land use purposes from agricultural land to production, business and illegal construction of dozens of factories. Through inspection, review and consolidation of related procedures, on June 6, 2025, the People's Committee of Bien Hoa city issued 47 decisions to enforce the implementation of remedial measures for business establishments.

Before taking enforcement measures, from June 13 to 30, two working groups of the Bien Hoa City Party Committee Standing Committee organized propaganda and mobilized grassroots businesses to voluntarily dismantle and relocate to reduce property damage and costs.
