In Quang La commune, a new highland area merged from 4 communes of Bang Ca, Dan Chu, Quang La and Tan Dan with more than 9,000 people, of which 72% are Dao ethnic people, the health insurance coverage rate has reached 98% of the population. After implementing the 2-level local government from July 1, 2025, Quang La Commune Health Station has become the new commune's health center connected to satellite health stations. Ms. Luong Thi Huyen, Deputy Head of Quang La Commune Health Station, said: On average, we receive about 50 people per day coming to the stations and commune health stations for examination and treatment, mainly for common diseases. In severe cases, we will transfer to a higher level, but the health insurance policy will still be applied smoothly and without interruption after the commune merger.
From July 1, 2025, the new Health Insurance Law will take effect, expanding the scope of participants, benefits, and beneficiaries. Some highlights include paying 100% of the cost of medical examination and treatment at the right place for many groups of subjects, meritorious people, veterans, children under 6 years old, people over 75 years old, the poor, people who have participated in health insurance for 5 consecutive years...
No need for referral papers for patients with serious or rare diseases; payment for home examinations, remote consultations, support for emergency transportation; support for eye refraction costs for children under 18 years old... The new law is expected to create more convenience and fairness in accessing health services, especially for the elderly, ethnic minorities, and remote areas.
Social Insurance Region VIII has promoted propaganda, expanded the number of health insurance participants and applied technology to health insurance management and appraisal. Currently, the whole province has 74 facilities that have signed health insurance medical examination and treatment contracts, including 3 specialized hospitals, 12 district-level facilities and 54 commune and ward health stations. In the first 6 months of 2025, over 1 million people who had health insurance medical examination and treatment were paid in accordance with the regime, contributing to effective control of the health insurance fund.
Recently, Quang Ninh province has issued many policies to support health insurance payments from the local budget, such as: Resolution No. 21/2021/NQ-HDND on supporting 100% of health insurance payment costs for the elderly from 70 to under 80 years old; Resolution No. 16/2021/NQ-HDND on supporting 100% of health insurance card purchase costs for ethnic minorities, mountainous, border and island residents in the period of 2021-2025. Resolution No. 131/NQ-HDND (dated December 9, 2022) approved the health insurance coverage target for the period of 2022-2025.
In particular, Resolution No. 35/2024/NQ-HDND dated April 19, 2024 stipulates the policy of supporting health insurance contributions for people in near-poor households, people in agricultural and forestry households with average living standards in the province, period 2024-2025. Accordingly, the province continues to increase the level of health insurance contribution support for people in near-poor households from 70% to 100%; increase the level of health insurance contribution support for people in agricultural, forestry, fishery and salt-making households with average living standards from 30% to 80%...
Thanks to these policies, the province's health insurance coverage rate reached 95.71%, higher than the national average. The number of participants increased by more than 7,000 people in the first 6 months of 2025, reaching over 1.3 million people.
Social Insurance Region VIII continues to advise the province to expand support for people over 60 years old, contributing to promoting a more sustainable health insurance coverage rate. Social Insurance Region VIII is also promoting administrative procedure reform, applying IT in health insurance examination and treatment; at the same time, strengthening inspection and handling of violations, ensuring effective use of the health insurance fund.
