Information from Hai Phong Social Insurance said that cooperatives that meet the 5 conditions based on Decision No. 1155 of Vietnam Social Insurance and Decision No. 615 will be signed a contract to authorize the organization of services.
Specifically, the cooperative must have a Letter of Guarantee/Guarantee Contract from a credit institution in accordance with the law. At the same time, arrange collection points at the commune level, ensuring that each collection point has at least 1 collection staff.
In case of signing a contract to authorize fee collection, the cooperative must ensure the material, technical, financial and human resources facilities to carry out the work of developing and maintaining voluntary social insurance and self-paid health insurance participants (family health insurance, health insurance for agricultural, forestry, fishery and salt-making households with average living standards, etc.).
Social insurance officers promote the development of voluntary social insurance and family health insurance.
These criteria include: Mobilizing people to participate in voluntary social insurance and self-paid health insurance; Guiding participants to declare documents, receive documents, and make a list of participants; Urging and guiding participants to continue paying money to have their voluntary social insurance participation time recorded and the validity of the health insurance card extended; Collecting money from participants; transferring/submitting money and documents of participants promptly and completely to the social insurance agency; Receiving social insurance books and health insurance cards from the social insurance agency to return to participants.
Authorized service organizations that collect fees must strictly comply with the regulations of Vietnam Social Security on management of collected money, management of records and information of insurance participants; information and reporting regime; inspection and supervision by the Social Security agency on the collection of social insurance and health insurance premiums according to the Contract.
In case of errors, full and timely compensation must be paid for damages caused by the collection staff to the Social Insurance agency, participants and related parties according to the provisions of law.
Qualified cooperatives will submit their application to Hai Phong Social Insurance or the district/county Social Insurance in their area of operation.
According to the report of Hai Phong Social Insurance, by the end of September 2024, the number of people participating in compulsory social insurance was 495,856 people, the number of people participating in voluntary social insurance in the area was 36,520 people. The number of people participating in health insurance was over 1.96 million people.
To increase the number of people participating in insurance, Hai Phong Social Insurance has strengthened many solutions: immediately correcting existing limitations; organizing communication conferences; working with collection service organizations; expanding collection points, collection staff, collaborators, etc.
