Bao Yen: Spreading the will and determination to escape poverty

The applications to be removed from the list of poor households are the clearest evidence, spreading the beautiful story of the will to rise up in the journey of sustainable poverty reduction in Bao Yen.

Ms. Hoang Thi Thinh, Lu village, Yen Son commune, was once on the local near-poor household list. Her family's circumstances were difficult as her children were far away, her job was unstable, and she lived alone in a dilapidated house.

After persuading her youngest child to move in with her, Ms. Thinh applied to be removed from the commune's near-poor list. The reason given by Ms. Thinh was to motivate her children to develop economically, eliminating the mentality of waiting and relying on support from the State and locality.

Also from the application of Mrs. Hoang Thi Thinh, the youngest child worked hard and produced. Up to now, Mrs. Thinh's family has become a typical example of economic development with more than 10 cows, in addition to growing cinnamon and basil to extract essential oils.

Ms. Nong Thi Lan, group 6A, Pho Rang town, has a difficult situation. Her husband and she separated, and she raised two children alone. Ms. Lan has no stable job, and mainly works as a construction worker for daily wages. The three of them have to live in her parents' house, which is dilapidated.

Faced with Ms. Lan's difficult situation, with the support of the government, Mr. Hoang Van Bay, Party Cell Secretary, Head of Residential Group 6A, mobilized a number of agencies, units, and individuals to support more than 40 million VND to help her repair her house. With a safe house, Ms. Lan diligently worked as a construction worker and raised chickens and pigs; her eldest son was at ease going to vocational school. In September 2024, Ms. Lan wrote a request to be removed from the list of poor households to give support to more disadvantaged households.

Ms. Nong Thi Lan said: When we were still a poor household, my family enjoyed many support policies and regimes from the Party and the State such as medical examination and treatment, gifts on holidays and Tet, support for house repairs... Currently, life has stabilized, so I would like to give that support to more disadvantaged families.

The story of Ms. Nong Thi Lan and Ms. Hoang Thi Thinh is a typical example of spreading the will and determination to escape poverty, not relying on support from the State and the community of the people of Bao Yen.

Implementing sustainable poverty reduction projects and programs, Bao Yen district has concretized them with the emulation movement "For the poor - leaving no one behind", period 2021 - 2025. The goal of the emulation movement is to promote the spirit of solidarity and strength of the entire political system and the whole society, contributing to the successful implementation of the Party and State's policies and poverty reduction programs; arousing the will of self-reliance, self-reliance, promoting internal strength to escape poverty, building a prosperous life for the people.

The Steering Committee for National Target Programs of the district was established, and specific responsibilities were assigned to each member, each sector, and each level in orienting the content of activities, developing plans, organizing guidance and inspecting and supervising the implementation of policies. Policies to support the poor in health,education , housing, credit loans, and vocational training in the district were implemented synchronously and effectively, contributing to improving living conditions, increasing access to basic social services, and improving the quality of life of the poor.

Mr. Tran Trung Kien, Vice Chairman of Bao Yen District People's Committee informed: The emulation movement "For the poor - no one is left behind" has really spread and become a strong driving force to help Bao Yen achieve many important results in poverty reduction. Every year, the locality has dozens of households writing applications to escape poverty and near poverty.

In the period of 2021 - 2025, the whole Bao Yen district reduced 3,515 poor households (equivalent to a reduction of 16.6%), the average annual poverty reduction rate was 4.17%, reaching 104.12% of the period target; the number of near-poor households decreased by 2,683 households, reaching 134.15% of the period target.

In particular, the above figures are sustainable when the whole district has no households falling back into poverty, creating new jobs for 9,592 workers. A series of projects supporting sustainable economic development have been implemented, preferential credit policies for poor and near-poor households have helped 13,720 households borrow capital from the Social Policy Bank, contributing to attracting and creating jobs for thousands of workers.

To achieve sustainable results in poverty reduction, in addition to effectively implementing support policies and accompanying poor and near-poor households, Bao Yen pays special attention to propaganda, training, and replication of advanced examples, new models, and creative ways of doing things, thereby creating a spreading effect, contributing to promoting the emulation movement of labor production, economic development, and striving to escape poverty and get rich in the homeland.

Sustainability in poverty reduction cannot rely on the support of the Party, State, organizations, individuals or communities, but largely depends on the will to rise up from the households themselves, and Bao Yen has aroused that will in thousands of poor and near-poor households.
