At the meeting, delegates discussed: Report on the assessment of 1 year of implementation of the Land Law in 2024 and plans to amend and supplement the Land Law; plans to amend and supplement the Law on Geology and Minerals; plans to amend and supplement the Law on Planning.

Commenting on the plan to amend and supplement the Law on Planning, Party Secretary and Prime Minister Pham Minh Chinh stated that this is a content that the Politburo and the National Assembly are very interested in; at the same time, he suggested that in this amendment, it is necessary to simultaneously handle related problems and overlaps in the Law on Urban and Rural Planning.
Commenting on the proposed revised policies, the Prime Minister supported the promotion of decentralization and delegation of authority to ministries, branches and localities for sectoral and provincial planning, thereby maximizing the effectiveness of national and regional planning, while creating conditions to maximize the resources, distinct potentials, outstanding opportunities and competitive advantages of sectors and localities.
Accordingly, the Central Government, the National Assembly, and the Government give opinions, develop, and approve national and regional planning with strategic orientations; decentralize to the Minister to approve national sectoral planning and the Provincial People's Committee to approve provincial planning, on the principle that sectoral planning and provincial planning must comply with, be consistent with, and be specific to regional and national planning.
At the same time, design tools and sanctions to strengthen supervision and inspection in the spirit of post-inspection instead of pre-inspection and consult relevant entities according to regulations; competent authorities will adjust sectoral and provincial planning if they are not consistent with national and regional planning.
Regarding the plan to amend and supplement laws in general, the Prime Minister emphasized the need to promptly and fully institutionalize the Party's policies and guidelines; closely follow reality, respect reality, start from reality, take reality as a measure, take people and businesses as the center and subject; immediately remove obstacles and inadequacies caused by legal regulations.
The Prime Minister noted that administrative reform should be further promoted, especially cutting down on cumbersome administrative procedures, creating convenience, reducing inconvenience, costs and compliance time for people and businesses; promoting decentralization and delegation of authority along with resource allocation, improving the implementation capacity of subordinates and strengthening inspection and supervision; strongly shifting from "pre-inspection" to "post-inspection"; eliminating the mindset of "opening up to where we can manage", "banning if we can't manage", "managing without knowing", and the "ask-give" mechanism.
The Prime Minister also requested to listen to the opinions of experts, scientists, businesses and people; strengthen policy communication, especially communication in the process of building and promulgating laws, to create broad consensus.
The Prime Minister assigned the presiding agencies to receive comments and promptly complete the documents to submit to competent authorities for consideration, ensuring progress and quality.
