Lesson 2: Awakening endogenous strength for sustainable development

Unlocking cultural resources and investing in cultural and human development are not only urgent requirements for socio-economic development, but also key factors to consolidate and protect the Party's ideological foundation. Developing culture in conjunction with building people with courage, intelligence and personality is the fundamental solution to maintain the ideological front. Practice has shown that wherever culture is well taken care of, the community's strength and "resistance" to wrong ideologies are enhanced. Therefore, arousing and promoting cultural and human resources is a strategic issue of vital significance to the revolutionary cause of our Party. This is the path to building a solid ideological foundation, suitable for development requirements in the new situation.

Inspiring culture, solidifying ideology

Cultural resources - are resources crystallized from natural, cultural and historical resources. Quang Ninh is a land rich in sediments and cultural identity, where there is an intersection, convergence and unity in the diversity of the Red River civilization; maritime culture; mining workers' culture; unique culture of ethnic minorities; Truc Lam Yen Tu Buddhist culture. Currently, when cultural resources are being identified to become the "input" for the development of cultural industries, among the 13 cultural industries (according to Decision No. 1755/QD-TTg of the Prime Minister), Quang Ninh has many potentials and advantages present in many industries, especially in the cultural tourism industry.

In order to effectively exploit and promote cultural potential, in recent years, the Quang Ninh Provincial Party Committee has also issued Resolution No. 11-NQ/TU, dated March 9, 2018 "On building and developing culture and people of Quang Ninh to meet the requirements of sustainable development", it can be said that the province has one of the earliest specialized resolutions on culture in the country. 5 years later, the Provincial Party Committee continued to issue Resolution No. 17-NQ/TU dated October 30, 2023 "On building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development"... To concretize the Resolutions of the Central and the province, all levels, branches, agencies, units and localities in the province always pay attention to allocating budget resources and mobilizing social resources to build and develop culture and people. Total budget expenditure (investment and regular expenditure) for the cultural sector in the 2014-2024 period in the province reached over 6,105 billion VND, of which investment expenditure for the cultural sector was nearly 4,350 billion VND; regular expenditure for the cultural sector was over 1,750 billion VND. Up to now, the system of cultural and sports institutions in the province has been basically completed in terms of quantity and quality of activities, meeting the cultural enjoyment needs of the people.

Clearly identifying the central role of culture in the sustainable development strategy, as the spiritual foundation of society, as an important "front" in protecting the Party's ideological foundation in the face of complex developments in the current ideological and cultural front, the province has focused on preserving and effectively promoting the value of cultural heritage, promoting the development of cultural and creative industries. Thereby, constantly arousing soft power, effectively exploiting cultural potentials, and at the same time harmoniously and sustainably resolving the relationship between conservation and development, between economy and culture, between integration and ensuring sovereignty and cultural security.

The province has issued and implemented the Project on preserving, embellishing and promoting the value of the system of historical - cultural relics and scenic spots for the period 2020 - 2025, with a vision to 2030; at the same time, implementing the Project on digitizing cultural heritage. The province is piloting the construction of 4 ethnic minority villages associated with the development of community tourism in mountainous areas, for the period 2023 - 2025. These are the Dao village in Po Hen hamlet, Hai Son commune (Mong Cai city), the Tay village in Ban Cau hamlet, Luc Hon commune and the San Chi village in Luc Ngu hamlet, Huc Dong commune (Binh Lieu district), the San Diu village in Vong Tre hamlet, Binh Dan commune (Van Don district). The completion and inclusion of local educational materials in the curriculum in general schools has contributed to nurturing love for the homeland, fostering confidence and pride in national history and culture. This is a solid "fence" in protecting the ideological foundation, against the distortion and sabotage plots of hostile forces.

Up to now, Quang Ninh is proud to have a priceless cultural heritage treasure including over 630 historical - cultural relics and scenic spots, over 360 intangible cultural heritages, notably 8 special national relics, 19 national intangible cultural heritages. In particular, the Then singing heritage of the Tay people in Quang Ninh is one of 11 provinces with Then Tay, Nung, Thai Vietnam recognized by UNESCO as a representative intangible cultural heritage of humanity.

It can be affirmed that the achievements of cultural heritage conservation in Quang Ninh not only contribute to improving people's spiritual life, promoting tourism and service development, creating jobs, narrowing the development gap between regions, but also contribute to consolidating the "people's hearts" position, enhancing social trust, thereby creating a solid cultural position to protect the Party's ideological foundation from the grassroots.

Building a well-rounded person - the key to maintaining the ideological battlefield

Over the years, Quang Ninh province has always clearly identified that in the development process, it is necessary to closely combine rapid and sustainable economic development with cultural and human development, taking people as the center, subject, goal and driving force of development. In particular, building Quang Ninh people with the identity of the Mining region rich in revolutionary traditions, patriotism, discipline, loyalty, creativity and civilization is considered a decisive factor for the quality of social resources, the effectiveness of development management and the ability to firmly protect the Party's ideological foundation right from the grassroots.

On that basis, Resolution No. 17-NQ/TU of the Provincial Party Committee clearly defined the goal: To develop Quang Ninh people comprehensively in terms of personality, intelligence, physical strength, soul, social responsibility, awareness of law compliance and patriotism. The typical qualities such as "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, Civilization" not only reflect the portrait of Quang Ninh people in the new era, but also create a strong ideological and cultural strength for each citizen to become an active subject in identifying and fighting against erroneous and hostile viewpoints.

At the same time, the province has stepped up the implementation of Directive No. 05-CT/TW of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" in conjunction with Resolution of the 12th Central Committee, Session 4 "On strengthening the building and rectification of the Party; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party". Studying and following Uncle Ho does not stop at slogans, but is concretized through practical models and actions in the community, each agency and unit. Thereby, fostering revolutionary ideals, morality, and cultural lifestyle for cadres, party members and people in protecting the Party's ideological battlefield in both real and cyberspace.

In particular, the province has issued a Code of Conduct in Quang Ninh province, inheriting the "Ha Long Smile" code and expanding the content of conduct in cyberspace in line with the development trend of technology 4.0. This is a strong step forward in educating and orienting behavioral culture and behavioral culture in social life, especially for teenagers, who are easily affected by harmful and incorrect information flows. Applying these soft but pervasive behavioral standards is an effective way to form "ideological immunity" in the community, especially against harmful information from hostile and reactionary forces on the internet and social networks.

Along with that, the province focuses on promoting socialization to mobilize investment resources for cultural and human development; at the same time, strengthen theoretical research, summarize practices to improve the ability to forecast and orient cultural development, and build people suitable to local characteristics. Quang Ninh allocates a large proportion of the budget for education and training, annually accounting for about 20% of the total budget expenditure, of which regular expenditure for education accounts for 30-35% of total regular expenditure. Human development does not stop at intellectual education but is also carried out through improving physical fitness, health, and stature through mass sports movements, high-performance sports, and improving the people's cultural and spiritual life.

Currently, Quang Ninh is in the top 5 localities in the country in terms of human development index (HDI). This not only reflects the results of the right human investment strategy, but also affirms: Building a comprehensively developed human being is not only the goal of sustainable development but also the core foundation to consolidate and maintain the Party's ideological values ​​in modern society. When every Quang Ninh citizen has a strong political stance and a sense of responsibility towards the community and society, they are solid "fortresses" in the ideological struggle, contributing to building Quang Ninh into a model locality in terms of economic, cultural and political development.
