Bac Giang: Enhancing local specialties through the OCOP program

DNVN - The One Commune One Product (OCOP) program has become a driving force for rural economic development in Bac Giang province. With a methodical, focused approach that is suitable to local conditions, the 2021-2025 period has recorded many clear marks.

Encouraging results

According to the leader of the Department of Agriculture and Environment of Bac Giang, right from the beginning of the period, the province identified the OCOP program as a key solution to unleash the potential and advantages of each region. Thereby, promoting production organization in the direction of linkage and modernization.

On that basis, the Department of Agriculture and Environment has advised the Provincial People's Committee to submit to the People's Council Resolution No. 67/2023/NQ-HDND on policies to encourage the development of OCOP products in the period 2024-2025. This is an important legal foundation to support entities, from packaging and labeling costs to quality declaration, traceability, intellectual property protection, etc.

With the synchronous participation, by the end of May 2025, the whole Bac Giang province had 419 OCOP products with 3 stars or more, an increase of 264 products compared to 2021. Of which, there was 1 5-star product, 21 4-star products, 397 3-star products. Thereby, making Bac Giang one of the provinces with many OCOP products in the country.

It is expected that by the end of 2025, Bac Giang province will have 500 OCOP products with 3 stars or more. Of which, there will be 1 5-star product, 23 4-star products and 476 3-star products.

Bac Giang's OCOP products are mainly specialties with regional strengths. Typical examples include Luc Ngan lychee, Chu rice noodles, Yen The hill chicken, and traditional craft village products such as Van wine, Da Mai vermicelli, Chu noodles...

Many products have been invested in thoroughly from the production process according to ISO, HACCP, VietGAP standards to packaging design, traceability and quality declaration. The form and design are increasingly synchronous and modern, contributing to increasing the value of the product.

Along with the number of products is the expansion of the participating entities. The province currently has 225 OCOP entities, including 165 cooperatives, 14 enterprises, 3 cooperative groups and 43 small-scale production establishments.

Many young people are starting their own businesses in agriculture, boldly changing their thinking and investing systematically in their products. From packaging design, building brand stories to applying quality standards such as VietGAP, GlobalGAP, ISO 22000... These are the factors that create a widespread influence and renew the appearance of rural products.

The province also pays special attention to training and technical support. In the 2021-2025 period, Bac Giang organized 10 training courses with nearly 800 trainees. The content not only revolved around product classification criteria, but also aimed at digital transformation, e-commerce applications and traceability.

Thanks to that, the subjects have more tools to perfect the product and confidently bring goods to a wider market.

In addition, trade promotion activities have been strongly implemented, contributing to bringing Bac Giang OCOP products to the market. Nearly 350 products have been introduced at fairs inside and outside the province such as Quang Ninh, Lao Cai, Hanoi , Ho Chi Minh City, Kien Giang, etc.

Some of its strong products such as Kim Ngan vinegar, Binh Minh agricultural cakes, lychee products, etc. have reached high-quality markets such as the US, EU, Japan, and Korea. Thereby, affirming the increasingly high position of Bac Giang agricultural products.

Proposing a mechanism for evaluating and classifying OCOP products at district level

However, besides the remarkable achievements, according to the leader of the Department of Agriculture and Environment, the OCOP program in Bac Giang also encountered many difficulties.

Some officials and people are still not fully aware of the role and benefits of the program, leading to a formal participation. Some products are developed only to “qualify” for advanced new rural areas, lacking sustainability and not meeting actual quality standards.

Assigning the district level to organize the evaluation and classification of 3-star OCOP products according to Decision 148/QD-TTg of the Prime Minister also poses a big challenge. Many districts still lack the capacity and experience to evaluate.

The current database system also does not meet modern management requirements. It still relies heavily on manual data entry, lacks regular updates, and causes information discrepancies between levels.

Another limitation is that most OCOP products are in the form of raw processing, with few deeply processed products, leading to low added value.

The designs and packaging of many products have been invested in but have not yet ensured conditions such as: quality declaration, quality control, environmental protection confirmation, and traceability stamps.

In addition, the marketing and market development capacity of the entities is still weak. Modern sales channels such as supermarkets, e-commerce, social networks, etc. have not been effectively exploited.

From the implementation practice, the Department of Agriculture and Environment of Bac Giang province recommends that the Ministry of Agriculture and Environment soon advise the Government to amend and supplement Decision 148/QD-TTg to remove obstacles, especially the mechanism for evaluating and classifying OCOP products at the district level.

At the same time, it is recommended that the Central Office for New Rural Area Coordination build a synchronous OCOP database system with a friendly interface that can be connected between levels. This will create favorable conditions for more effective management, supervision and support for subjects.

The leaders of the Department of Agriculture and Environment of Bac Giang province hope that with a comprehensive approach, closely combining policies, training, support and trade promotion, as well as timely resolution of obstacles, the province's OCOP program will open up a sustainable direction for Bac Giang agriculture.

Not only does the program enhance local specialties, it also contributes to forming a dynamic, modern and unique new rural ecosystem.
