This proposal was sent by HCM57 Technology Co., Ltd. (headquartered in Nha Trang) to the People's Committee of Khanh Hoa province. According to the documents, the project is expected to be implemented in the Cau Da beach area (Nha Trang bay), with a scale of about 20 hectares of sea surface, 257m from the shore. The highlight of the project is an artificial island to place the 257m high statue of Mother Goddess Au Co, including the pedestal, the statue and the flagpole.
In addition, the project also has the ambition to build a bridge to the shore, a luxury underwater hotel, a shopping mall, restaurants and a ticket check-in point. The total investment is expected to be up to 1.53 billion USD, with the implementation period from 2026 to 2028.
After receiving the proposal, Khanh Hoa Provincial People's Committee directed the Department of Finance to review and report in detail. The results showed that the project had many points that were inconsistent with current planning.
Specifically, the project is not in line with the Khanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister . It is not in line with the adjusted Nha Trang City Master Plan to 2040 and the 1/2,000 scale zoning plan for Phuoc Long, Vinh Truong, and Vinh Nguyen wards approved by the Provincial People's Committee.
In particular, the proposed location of the project is located in the national scenic area of Nha Trang Bay, a sea area that is focusing on coral reef ecosystem restoration and strict protection.
For the above reasons, the authorities of Khanh Hoa province affirmed that the project did not meet the conditions for consideration. The provincial People's Committee agreed not to continue the procedures for this idea, a move that shows the determination to protect the precious natural heritage of the locality.
Nha Trang Bay has an area of about 420 km², known as one of the rare natural models of bays and lagoons in the world .

These ecosystems play an extremely important role in protecting the environment, providing habitat, breeding ground, and nurturing aquatic species, and at the same time acting as a natural "shield" against storms and erosion.
Nha Trang Bay is proud to own more than 350 species of marine ornamental fish and about 350 species of coral (including rare red coral), along with more than 600 species of seafood with an annual output of hundreds of tons.
From an ecological and economic perspective, Nha Trang Bay possesses all the miraculous elements to develop 5 out of 6 important marine economic sectors: seaports, maritime transport, fisheries - aquaculture, tourism - resorts - entertainment on the sea and sea encroachment.
Not only rich in resources and beautiful landscapes, Nha Trang Bay is also associated with the beauty of marine culture and many famous cultural and tourist destinations such as Ponagar Tower, A.Yersin Museum, Pasteur Institute Nha Trang, Institute of Oceanography, and the largest Oceanographic Museum in Indochina.
With these outstanding advantages, Nha Trang Bay was honored to be recognized as a member of the World's Most Beautiful Bays Club (2003) and a national scenic spot (2005).
