The capacity of reservoirs in the North Central region is at an average level, with the average capacity of the reservoirs reaching 56 - 86% of the design capacity. The reservoirs currently operating spillway discharge are: Cua Dat reservoir (Thanh Hoa) with a discharge flow of 171 m3/s (through power generation); Boc Nguyen reservoir (Ha Tinh) 5 m3/s; Ta Trach reservoir (Hue) 80 m3/s (through power generation).

Rainfall forecast from the evening of July 21 to July 23, the Northeast region, the Northern Delta, Thanh Hoa and Nghe An will have heavy to very heavy rain and thunderstorms, with total rainfall ranging from 200-350 mm, with some places over 600 mm. Other areas of the North and Ha Tinh will have moderate rain, heavy rain, and locally very heavy rain with total rainfall ranging from 100-200 mm, with some places over 300 mm.
On the night of July 21 and 22, the area from Quang Tri to Hue will have scattered showers and thunderstorms, locally heavy rain (10-30 mm), in some places over 70 mm (concentrated in the afternoon and evening).

Units must operate reservoirs in accordance with approved operating procedures; reservoirs with flood discharge gates must adjust the reservoir water level to ensure the safety of the project and not discharge flood water abnormally, causing unsafety to downstream areas; at the same time, properly store water for reservoirs with low storage capacity; strictly implement early warnings to downstream people before reservoirs discharge flood water and when there is a risk of incidents.
Units organize 24/7 duty during times of rain and floods; arrange permanent personnel at construction sites at risk of incidents, reservoirs full of water to promptly handle unusual situations according to the "4 on-site" motto when there is a risk of construction incidents.
