In August 2025, Mr. Nguyen Tien Manh ( Hanoi ), representing 21 parents of first grade students at Thang Long International Primary School, school year 2024-2025, submitted a petition to Dinh Cong Ward, Hanoi Department of Education and Training and the City People's Committee.
According to the Hanoi Department of Education and Training, last year, Thang Long International Primary School was under the management of the Hoang Mai District People's Committee and the Hoang Mai District Department of Education and Training.

However, to ensure students' learning rights, the Department had a direct meeting with representatives of the People's Committee of Dinh Cong ward to grasp the situation and agree on a solution.
The Hanoi Department of Education and Training has instructed Dinh Cong ward to request parents of students at Thang Long International Primary School to urgently contact public and private primary schools in the area including: Dinh Cong Primary School, Dai Kim Primary School, Dai Tu Primary School, Bach Duong School or other primary schools according to the needs and wishes of parents to complete and submit applications for the new school year.
It is known that by this time, most students have been transferred to other schools.
After students transfer to another school to study grade 2, the Hanoi Department of Education and Training will facilitate the updating of scores to the industry database, ensuring students' learning rights in accordance with regulations.
“In this case, the students are not at fault, so it must be resolved in a way that ensures their rights. On the school’s side, violations in enrollment will be strictly handled, setting an example for other units,” said the leader of the Hanoi Department of Education and Training.
