According to the 2025 high school graduation exam score data of the Ministry of Education and Training , math and English are the two subjects with the lowest average scores out of 12 subjects.
If 29/34 provinces and cities have an average math score below 5, the English score distribution is more positive. 30/34 provinces and cities have an average English score above 5. However, no province has achieved a good level in English, including Hanoi (average score of approximately 5.8).
The 4 provinces and cities with an average English score below 5 are Ca Mau, Vinh Long, Tay Ninh and An Giang .
All four provinces have a very low number of candidates taking the English exam, less than 10,000.
According to the old provinces and cities before the merger, the whole country had 14/63 localities with an average English score below 5, including: Tien Giang, Ben Tre, Ha Giang, Binh Thuan, An Giang, Binh Dinh, Dak Nong, Long An, Ninh Thuan, Kien Giang, Ca Mau, Tra Vinh, Hau Giang and Soc Trang.

Thus, except for Ha Giang, a province in the Northern mountainous region, the remaining provinces are from the South Central region to the Southwest.
According to the new administrative boundaries, the three provinces of Cao Bang, Dien Bien and Lai Chau have the lowest number of candidates taking the English exam in the country, 798, 580 and 456 respectively. However, the average score of these three provinces is above 5.
According to the old administrative boundaries, Bac Kan is the locality with the fewest candidates taking the English test, with only 392 students taking the test.
