28 YEARS OF PRIDE AND RESPECT

Dear comrades, compatriots, and people of all ethnic groups in the province! On June 12, 2025, the 15th National Assembly, 9th Session, passed Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units. This is the moment marking a new page in the leadership, administration, and governance of the country with the goal of building a political system and public administration with a streamlined, effective, efficient apparatus, serving the people. At this historic moment, let us review together the glorious and proud journey of the Party Committee and People of Bac Kan province before officially merging with Thai Nguyen province to form the new Thai Nguyen province, opening a new development path with higher expectations and greater aspirations.

During 28 years of construction and development, the Party Committee and people of Bac Kan province have affirmed their bravery and determination, overcome difficulties, and strive to move forward. Over the past 28 years, we have achieved proud achievements: Agriculture has been restructured towards commodity production; industry and services have developed remarkably; infrastructure has been invested synchronously, and people's lives have been increasingly improved. Culture, education, health care, and social security have all undergone significant changes. In particular, the cultural identity and solidarity of the people of Bac Kan have always been a valuable, lasting, and profound endogenous resource. We are proud to be a revolutionary homeland, wholeheartedly following the Party. This revolutionary homeland has been renewed day by day, although there are still countless difficulties and challenges, it is also full of aspirations and boldness with cadres and people who dare to think, dare to do, and constantly devote themselves to the common cause. All of these have created a Bac Kan province with bravery, intelligence, and humanity. The policy of merging provincial administrative units, streamlining the political system, and building a two-level local government is a strategic step of historical significance for our country. Merging provinces is not the end, mechanical accumulation of administrative units, but the beginning of a new development stage for the lands, with the expectation of forming larger economic - political - cultural centers with higher competitiveness, better meeting the needs of sustainable development in the new period.

After July 1, 2025, the name Bac Kan province will no longer be on the administrative map, but in the minds of every citizen, the familiar images of roads, street corners, villages, agencies, offices, and the faces of comrades, colleagues, and friends will remain forever. When good values, traditions, and aspirations are always preserved, today's integration is an opportunity to spread, resonate, and enrich the identity, contributing to building a new Thai Nguyen province that is increasingly comprehensive and strong.

At this special moment, I would like to express my deep gratitude to the former provincial leaders of all periods - those who have devoted their whole lives to the cause of building the Party and developing Bac Kan. Their wise guidance, moral example and love for the homeland are always the torch that lights the way for today's and future generations.

I would like to express my sincere thanks to all cadres, party members and people in the province - those who have persistently created each classroom, each house, each road, each golden season and each glorious page of history of our homeland.

Special thanks to the cadres, civil servants and public employees who have proactively arranged their work and left their duties before the prescribed deadline, contributing to creating favorable conditions for the process of reorganizing the apparatus. Hopefully, the "tall trees", the role models for the greater good, even though they are no longer directly involved in the work of the administrative apparatus, will continue to follow, encourage and support the work of the Party and the government and inspire the next generation, so that every step forward of the young generation is imbued with the warmth, wisdom and valuable experience of the previous generations.

With the young cadres, who will continue the long journey ahead, you comrades are representatives of the desire for innovation, the direct force building the future for the land that has been and is changing. I hope you comrades will keep in your hearts gratitude for the past, love for the present and responsibility for the future. The country needs your dedication, creativity, courage and spirit of dedication. No one else but today's young generation will be the ones to continue writing glorious pages of history for the homeland in a new form.

We are about to leave a name of a provincial administrative unit, but never leave an ideal. The name of Bac Kan province may fade into history, but the journey of development and dedication of people born and raised in this beloved land or who have been attached to this place has never stopped. On the new journey, we will continue to accompany each other, bringing with us the spirit of solidarity, intelligence and courage to create new miracles.

A new journey awaits. Let us walk with faith, pride and great responsibility because our homeland is now our country, the place where we always vow to dedicate and sacrifice to build stronger and stronger.
