According to the plan, Phuong Trang High-rise Commercial Service Complex has dozens of small parks with an area of 100-200m² scattered at intersections. This is considered the "green lung" of the entire area, creating both urban space and a place for people to play and relax. The infrastructure system is designed in a modern way, electricity, fiber optic cable, internet are all underground; trees and parks are distributed reasonably to bring a green, clean, beautiful living environment.
However, after many years of use, most of the parks have been misused and no longer have the image of cool green areas. Many park locations are now drinking places with rows of thatched huts, grocery stores with temporary tents, coffee shops encroaching on the sidewalks or land areas turned into drying yards, parking lots...
For example, at the intersection of Hoa Phu 24 and Hoa Phu 32, a planned park of about 200 square meters has been fenced off and a drinking place has sprung up. Inside, dozens of thatched huts have been built, tables and chairs are placed everywhere, and there is even a food preparation area like a miniature restaurant. “At first, they only left a few temporary tables and chairs, but now they have built fences, laid tiles, and brought in electricity and water,” said Le Van H., a resident living nearby.
The occupied space also directly affects visibility at intersections, potentially posing a risk of accidents. Many intersections, along with stalls encroaching on the sidewalks, cause traffic chaos and make it difficult for drivers to move.
Faced with the above situation, a representative of Phuong Trang Investment Joint Stock Company (project investor) said that the unit has repeatedly requested individuals and organizations to voluntarily dismantle constructions and objects encroaching on park land before May 15, 2025. Some households have complied, but there are still many cases of non-cooperation.
Mr. Tran Dang Quang, Deputy General Director of Phuong Trang Investment Joint Stock Company said: "We have sent a document requesting the People's Committee of Hoa Minh Ward and the Urban Rules Inspection Team of Lien Chieu District to coordinate in handling and dismantling illegal constructions in accordance with the direction of the District People's Committee in Official Dispatch No. 1412/UBND-KT, HT&DT dated April 26, 2025".
Lien Chieu District People's Committee confirmed that it has received the investor's feedback and proposals. According to Mr. Huynh Anh Vu, Vice Chairman of Lien Chieu District People's Committee, the encroached land lots are still under the construction warranty period, so the first responsibility belongs to the investor. However, after the notice period expires, if the households still do not cooperate, the local government will coordinate with the company to organize enforcement.
Through our investigation, up to now, according to Official Dispatch No. 31/2025/CV-Futaland dated May 23, 2025 of Phuong Trang Investment Joint Stock Company, there are still some cases that have not complied with the handover of the site. Accordingly, the Department of Economics - Infrastructure and Urban Areas of Lien Chieu District has requested the People's Committee of Hoa Minh Ward to continue to coordinate with the Lien Chieu District Urban Regulation Inspection Team and Phuong Trang Investment Joint Stock Company to thoroughly handle the remaining violations.
According to an official of Hoa Minh ward, the difficulty is that after the infrastructure was handed over, many parks have not been fully invested in such as benches, lighting, tree planting, etc., so they are easily encroached upon. The fines take time, while many households take advantage of the situation to build secretly.
Mr. Pham Ngoc Lanh, Vice Chairman of Hoa Minh Ward People's Committee, said that after receiving feedback from the investor and instructions from Lien Chieu District People's Committee, Hoa Minh Ward People's Committee urgently developed a plan to coordinate with the District Urban Rules Inspection Team and Phuong Trang Investment Joint Stock Company to review and count all cases of encroachment on park land in the urban area. On that basis, the ward will deploy a plan to handle and completely remove violations in June 2025.
