In the official dispatch sent to universities regarding the comparison of score distributions of some combinations of high school graduation exam scores in 2025, high school study scores (report card scores), the Ministry of Education and Training provided score distributions of common combinations of high school graduation exams and high school study results. This year's university admissions will be based on the percentile method to determine the difference in scores between combinations (if any) and from there determine the benchmark score.

From this data, the Ministry of Education and Training recommends that universities proactively develop and announce equivalent conversions of admission scores between admission combinations, based on reference and comparison of score distributions and percentiles of total scores of some traditional subject combinations using the high school graduation exam results after calibration. Schools also rely on the guidance documents of the Ministry of Education and Training, the main admission subjects of each major/group of majors, specific requirements of the major, school, and statistics and evaluation of learning outcomes in previous years.
Allows comparison of candidates on different scales
Regarding the percentile method, Master Pham Thai Son, Director of the Admissions and Communications Center of Ho Chi Minh City University of Industry and Trade, said that percentile ( Percentile Equating ) is a statistical quantity used to represent the relative position of a score in a data set.
For example, if you score in the 90th percentile, it means that you are higher than or equal to 90% of the people in your reference group. Concrete example: If there are 100,000 test takers, and you are in the 90th percentile, then you are in the top 10% of scores.
"The percentile not only considers the absolute score but also the relative position of the candidate compared to the whole. In terms of the effect in admission, the percentile allows comparing candidates with the same scale but in different exams (such as different years) or different scales (for example, high school transcripts and high school graduation exams). Because the percentile depends on the score distribution of all candidates, it better reflects your position. And it is used to convert the transcripts and exam results to a common scale, from which to build a comprehensive admission score," said Master Son.
To convert two different scales of scores such as high school transcripts and high school graduation exams using the percentile method, according to Master Son, step 1 is to calculate the average score of each candidate based on high school transcripts or high school graduation exams. Next, rank all candidates according to each source of scores from high to low. Step 3 is to determine the percentile for each candidate based on the ranking. Step 4 is to convert that percentile into an admission score according to the general rules for admission.
To ensure fairness for candidates
Dr. Vo Van Tuan, Vice Principal of Van Lang University, added: "According to the instructions of the Ministry of Education and Training, the percentile method is based on the score distribution of the two exams, determining the scores at the same percentile for conversion. In this way, the percentile converts the scores into percentile levels, helping to indicate the candidate's position in the overall score of the group, and can compare the candidate in relation to other candidates taking the exam."
According to Dr. Tuan, this year the Ministry of Education and Training requires the conversion of the input threshold and admission scores between admission methods and admission combinations to ensure equivalence (according to the percentile method) in terms of meeting the input requirements of the corresponding training programs, majors, and groups of majors, in order to ensure the rights of candidates and avoid the situation of score differences like previous years, causing candidates with high scores to not be admitted.
Dr. Tuan also said that candidates only need to register for admission based on the floor score given by the schools, without worrying about how to convert because this is a technical issue. After having full candidate registration data, universities will perform the conversion and each school has a different formula, the results are different due to different input data.
