Rebuilding the roof, fostering trust - Part 4: Contributing bricks to build a house, contributing hearts to build a country

The roofs built from the program to eliminate temporary and dilapidated houses are not only the result of efforts from localities. This is a vivid proof of the strength of national solidarity and the synchronous participation of the entire political system in the journey to realize the aspiration of great power.

A home built, a love left behind

Right from the start of the campaign to eliminate temporary and dilapidated houses, Prime Minister Pham Minh Chinh affirmed: the greatest reward lies not in numbers or achievements, but in the trust and gratitude of the people.

From that humane perspective, a seemingly simple welfare program has become a strong political commitment, a concrete and practical act of gratitude not only to those who have contributed to the revolution but also to millions of poor and disadvantaged people, who are yearning every day to have a roof over their heads to protect them from the sun and rain, so that they can confidently rise up in life.

The spirit of "working for the people" has been emphasized many times by the Prime Minister in his directives: Our Party and State have determined that there is no other goal than to firmly protect national independence and sovereignty and bring happiness and prosperity to the people.

That great idea is also concretized in Resolution No. 42-NQ/TW of the 13th Party Central Committee, with a clearly defined goal: "By 2030, completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change".

The government does not wait until 2030. 2025 is the 95th anniversary of the Party's founding, the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of the successful August Revolution and National Day September 2. It cannot allow people to be homeless or to live in temporary or dilapidated houses.

From that political determination, the Prime Minister launched the emulation movement "Join hands to eliminate temporary and dilapidated houses" nationwide, with the motto "no one is left behind", and set the goal of reaching the finish line 5 years ahead of the Central Resolution.

In October 2024, the Central Steering Committee for Eliminating Temporary and Dilapidated Houses was established, headed by the Prime Minister. The campaign was deployed urgently with a high spirit of action.

In just half a year, the program completion date has been adjusted three times: from the end of 2025, it was withdrawn early on October 31, then withdrawn again on August 31. In particular, the group of meritorious people and relatives of martyrs must complete support before July 27, on the occasion of the 78th anniversary of War Invalids and Martyrs Day.

The Prime Minister not only gave a timeline but also gave specific instructions, clearly assigning people and tasks. According to Minister of Ethnic Minorities and Religions Dao Ngoc Dung, members of the Government were assigned to go directly to localities to inspect, remove obstacles, and urge progress.

Minister of Finance Nguyen Van Thang said that the Government has allocated VND1,940 billion to support housing for people with meritorious services. The Ministry of Finance has also submitted an adjustment plan, allowing the allocation of 5% savings in regular expenditure to further support disadvantaged localities. At the same time, preferential tax policies for sponsoring enterprises have also been issued to create maximum conditions for socializing resources.

Nationwide, 266,511 temporary and dilapidated houses have been removed (as of July 19). Of these, 231,513 houses have been inaugurated and 34,998 houses have been started or under construction. 41,843 houses have been supported for people with revolutionary contributions.

Total resources mobilized for the work of eliminating temporary and dilapidated houses nationwide have exceeded 17,800 billion VND.

More than 113,400 people participated, contributing a total of more than 1 million working days.

Extraordinary results

“Sow seeds of love, cultivate hope, reap faith, build the future”, Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, concluded about the program to eliminate temporary and dilapidated houses.

According to her, that belief is no longer a seed but has sprouted into a nationwide movement, a "house-building festival" in the middle of the border mountains and forests. Nghe An once called for the construction of more than 4,700 houses in the 3 years of 2019-2022, and by the 2022-2025 period, that number reached 15,511 houses. As of July 31, 2025, the province had completed and started construction on 20,802 houses, of which 20,687 houses had been handed over and put into use, and 115 houses were expected to be accepted this August.

In the Northwest region of the country, Son La province is known for its special story of endurance and determination. At the beginning of the 2020-2025 term, the province still had nearly 12,000 households living in temporary and dilapidated houses. However, the government and people of Son La did not give up.

From 2020 to 2024, nearly 9,000 houses were built thanks to the spirit of proactiveness and self-reliance in mobilizing local resources. In particular, after the Prime Minister officially launched the movement, the pace was accelerated. From April 2024 to now, Son La has completed the goal of eliminating 2,544 more temporary houses.

One of the earliest and most persistent forces involved was the People's Public Security. From very early on, they quietly laid the first bricks for the dream of settling down for the people in the border areas.

According to Major General Nguyen Hong Nguyen, Deputy Chief of the Office of the Ministry of Public Security, to date, the People's Public Security force has built and handed over 29,100 houses to people across the country. The Ministry of Public Security will also launch a peak competition to build 450 houses for households in Nghe An whose houses were swept away by floods and to rebuild My Ly 2 Primary Boarding School in My Ly Commune, Nghe An Province.

Not only the police force, the army also built thousands of shelters for people in the border areas. The entire army contributed over 600 billion VND and mobilized over 21,000 officers and soldiers, over 76,000 working days to support the removal of temporary and dilapidated houses. The new houses not only help people settle down but also serve as a solid foundation to protect the country's borders with a strong people's heart.

As of the June 22 meeting of the Central Steering Committee on eliminating temporary and dilapidated houses, 38/63 localities (before the arrangement of provincial administrative units) had completed all targets and provided definitive support to 3 groups of subjects.

Nationwide, the number of 262,843 houses built and repaired - reaching 94.7% of the plan - is living proof of a historic campaign of solidarity. The goal of completion before August 25 is clearly ahead.

At the meeting, Prime Minister Pham Minh Chinh commended 23 localities, many of which still face many difficulties, but have made outstanding efforts to complete their goals early.

Regarding Ho Chi Minh City, the Prime Minister made special note: not only did the city complete 100% of the program very early, it also proactively supported other provinces, contributing to the overall achievements of the whole country. Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien assessed that adjusting the program completion date to August 31 is completely feasible. The strength of the people and political consensus are the decisive factors.

Not only rebuilding roofs, this program is inspiring the belief that when the entire political system, armed forces, business community and every citizen share the same will, no goal is impossible.

Removing temporary and dilapidated houses is essentially the first step for people to confidently join the Party and State in entering a new era of development, where every roof is a solid foundation, every person has the opportunity to rise up by their own strength, and no one is forgotten in the flow of the nation's rise.

Over the years, our Party and State have had many major policies and guidelines to support the elimination of temporary and dilapidated houses for households with revolutionary contributions, poor households, and near-poor households to gradually improve people's lives.

These policies focus on supporting housing, solidification, ensuring at least “3 hard”: hard foundation, hard frame, hard roof. Supporting the elimination of temporary and dilapidated houses is deeply humane, directly affecting the quality of life, ensuring social security, and enhancing people’s trust in the Party and State.

This program demonstrates the spirit of compatriots and nationalism that permeates our entire history of defending and building the country. Up to now, after 80 years of independence, we still foster and develop that spirit, affirming the good nature as well as the humane values brought by the regime.

With warm hands and loving hearts, we have built homes.

The solid houses given to the people in the recent past are truly a support to help each person and each household firmly stick to their land and village and a support for the People's Public Security force to maintain national security and social order and safety.
