Many policies create incentives to promote
In 2011, when starting to implement the National Target Program on New Rural Development, Ninh Binh encountered many difficulties: Rural socio -economic infrastructure was not yet synchronized, requiring a lot of resources for investment. On the other hand, the whole province had 7 communes in ethnic minority and mountainous areas (formerly communes in area 135) with large, fragmented areas, scattered population and 6 coastal communes with special difficulties. However, when evaluating the criteria for recognition of meeting the standards, they were applied at the same standard level as the communes in the plains, making it very difficult.
14 years ago (2011), the average of the whole province only achieved 4.8 criteria/commune, only 3 communes achieved 10 criteria or more, the highest commune achieved 14 criteria according to the New Rural Criteria Set. Meanwhile, the province's economy at that time was mainly agricultural production, the production scale was still fragmented, small-scale, mainly household production. The application of science and technology was still limited; post-harvest losses were still high; processing and preservation industries were not yet developed. The replication of effective and safe production models was still slow. The average income per capita was still low, only reaching 13.2 million VND/person/year, the poverty rate was still high at over 12%.
At the beginning of the program implementation, a number of officials and people did not have the correct understanding of the program, considering it an investment project, and still had the mentality of waiting and relying on the State's investment without proactively participating in the implementation.
Faced with the above reality, the Provincial Party Committee, People's Council and People's Committee have focused on leadership, direction and proposed many policies and decisions to support localities in overcoming difficulties and promoting socio-economic development.
Many specific policies on investment in building transport infrastructure, removing "bottlenecks" in attracting investment in developing agricultural, industrial and tourism production, supporting startups, innovation, promoting green transformation, etc. have been issued promptly. In the process of leadership and direction, the province has paid special attention to promoting the potential, unique values, and differences in history, culture and people of each land. Turning potential and relics into heritage, assets, resources and driving forces for development; taking high-tech industry, clean technology, and environmental friendliness as the foundation, driving force and resources for development for reinvestment.
In particular, in order to support communes with specific characteristics to overcome difficulties soon, in 2016, the Standing Committee of Ninh Binh Provincial Party Committee issued Decision No. 140-QD/TU on assigning responsible agencies and twinned enterprises to special communes (Decision 140). With the motto "commune is the main, province is important, enterprises are necessary", after 4 years of implementing Decision 140, with affection and responsibility, responsible agencies, units and twinned enterprises have supported special communes with a total budget of over 70 billion VND, contributing to helping 34/55 special communes develop comprehensively and reach the NTM target.
In the process of implementing the national target program on new rural construction, departments, branches and specialized agencies of Ninh Binh province have closely followed the functions, tasks and instructions of ministries and branches to issue a system of advisory and guiding documents, as a basis for localities to organize effective implementation; clearly assign tasks and responsibilities from the provincial, district and commune levels, of each department, branch, of political and social organizations, ensuring proactiveness and flexibility.
The important and timely policies of the province have created a driving force, turning the movement "Joining hands to build new rural areas" into a widespread emulation movement, with widespread influence, in which the people voluntarily, actively and proactively participate. The appearance of rural areas in the province has changed dramatically; rural infrastructure has been gradually invested in, becoming spacious and synchronous; the rural environment is increasingly clean and beautiful; the material and spiritual life of people in rural areas is constantly improved; unique cultural values are preserved and promoted.
Up to now, 100% of districts have met the new rural standards, including 2 districts meeting the advanced new rural standards, 2 cities have completed the task of building new rural areas; 100% of communes have met the new rural standards and 63.4% of them have met the criteria for advanced new rural communes. The multidimensional poverty rate in the province has decreased to only 1.03%. These figures are not only the result of correct policies but also evidence of the trust and consensus of the people under the leadership of the Party and the government in the cause of building new rural areas.
Using people's talent and strength to benefit people
The success in building new rural areas in Ninh Binh comes from the maximum mobilization of resources among the people with the motto of "using people's talents and strength to benefit the people". In the context of "narrow land and crowded population", "an inch of land" is truly "an inch of gold" for many people, but with the policy of building roads to build new rural areas, Mr. Ha Dang Thang, nearly 80 years old in Thuong village, Ninh Nhat commune (Hoa Lu city) voluntarily donated his family's land to widen the road.
We arrived at Mr. Ha Dang Thang’s house on a day in mid-May, when the first summer rain had just stopped. Pointing to the road ahead, Mr. Thang smiled and said: “In the past, with the amount of rain like just now, this road would have been flooded and difficult to travel because it was deep and muddy. In 2017, implementing the movement “Joining hands to build new rural areas and civilized urban areas”, the city had a policy of supporting cement for communes and wards to build roads. Welcoming this policy, I, as well as the villagers, participated in meetings to discuss and plan the construction of the road.
In particular, when the village leaders raised the issue of expanding the road, I supported and decided to donate nearly 50 square meters of land to widen the road. From the pioneering spirit for the common benefit of Mr. Thang's family, many villagers also voluntarily contributed working days and funds to build the road together. In just a short time of construction, the road of Thuong village was completed. Now, the road has not only been widened (from 1m to more than 2m) by raising the base, pouring concrete but also paved with asphalt.
Mr. Thang's story is just one of many vivid proofs of the consensus, responsibility, and role of Ninh Binh people in building new rural areas, because more than anyone else, they understand that building new rural areas is not only a responsibility but also a right, an opportunity to create a better life for themselves and for future generations.
Over the past 15 years, Ninh Binh province has mobilized over 68,302 billion VND to build new rural areas, of which the State budget capital accounts for 24%; People and communities contributed and self-invested nearly 13 trillion VND, accounting for 18.7%, the rest is from other legal capital sources. All mobilized capital sources are managed and used in accordance with principles, purposes and focused and key investments, prioritizing works serving production development and essential people's lives such as transportation, irrigation, schools, environment, etc.
NTM in Ninh Binh is not only a change in traffic infrastructure, works serving people's lives but also a change in people's thinking and working methods in production, is an increasingly strong community connection in preserving and promoting the good traditional cultural values of the heroic ancient capital Hoa Lu. That is where the Party's will meets and blends with the people's hearts, creating a great strength, making Ninh Binh countryside increasingly rich, bright-green-clean-beautiful, safe.
