The seminar is an opportunity for experts and scientists to discuss the necessity of building a competency framework on artificial intelligence (AI) for students, and at the same time contribute ideas to perfect core competency groups, in line with practical requirements.
In his opening speech, Rector of the University of Social Sciences and Humanities (Vietnam National University, Hanoi ), Professor, Dr. Hoang Anh Tuan said:

From the requirements of innovation, the school has clearly identified strategic "keywords", including decisive factors such as: Technologicalization, increasing the application of technology in teaching and increasing the application of technology in teaching on the basis of traditional social sciences and humanities. A typical example is the implementation of the Project to build a digital competency framework for Vietnamese students, contributing to popularizing and shaping the concept of "digital competency" as an essential requirement for learners in the new era. From the teaching materials, teaching modules and competency frameworks developed by the school, hundreds of universities across the country have consulted, applied and widely disseminated.
From the positive results of the first phase, the school continues to coordinate with Meta Group to implement the second phase of the project to build an artificial intelligence competency framework for university students.
Former Deputy Minister of Science and Technology, Chairman of the Vietnam Association for Science and Technology Information Tran Van Tung affirmed: AI is a powerful tool, effectively supporting management agencies, public service units, enterprises as well as educational institutions in training qualified and competent human resources. Therefore, building an Artificial Intelligence Competency Framework for students is an extremely important and necessary task in the current context. At the same time, it is hoped that this competency framework will be built in a systematic, scientific, and quality manner, based on the experience of countries and international organizations that have successfully implemented it, so that it can be appropriately applied to the practice of higher education in Vietnam.

Deputy Director of the Department of Higher Education (Ministry of Education and Training) Dang Van Huan said: Since 2021, the Prime Minister has issued the National Strategy on research, development and application of artificial intelligence to 2030, by 2025, the Ministry of Education and Training issued Circular No. 02/2025/TT-BGDDT dated January 24, 2025 regulating the Digital Competency Framework for learners.

He said that the approach of the University of Social Sciences and Humanities is one of the ways to concretize the capacity to use AI, in which 6 capacity areas are identified to serve students' learning and research.
These capabilities include using AI, taking a human role in applying and using the information it provides, authenticating information and content when exploiting AI, and communicating results accurately and responsibly.
The AI competency framework for students is structured into six main competency domains, including: Understanding AI and data; critical thinking and evaluation of AI; ethics and responsibility in the use of AI; human-centeredness, emotional intelligence and creativity; applying AI to expertise; designing and developing AI systems.
Each competency domain is implemented according to 4 levels of development: Proficiency, Mastery, Expertise and Mastery, suitable for students' progressive competencies throughout their studies and work after graduation.
