Building a press worthy of its new mission, rising up with the nation

On the afternoon of June 16, comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, met with representatives of press agencies in Ho Chi Minh City.

Also attending the meeting was Politburo member, Secretary of Ho Chi Minh City Party Committee Nguyen Van Nen.

The meeting aimed to celebrate the 100th anniversary of Vietnam Revolutionary Press Day, and at the same time discuss orientations for the arrangement of press agencies in the spirit of Resolution No. 18-NQ/TU on "Some issues on continuing to innovate and arrange the apparatus of the political system to be streamlined and operate effectively and efficiently".

Reporting at the meeting, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee Tang Huu Phong said that, implementing Decision No. 362/QD-TTg of the Prime Minister in conjunction with the implementation of the summary of Resolution No. 18-NQ/TU on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", up to now, the operations of the city's press agencies have basically stabilized. In phase 1 of the project to reorganize, develop and manage the press in Ho Chi Minh City until 2025, the city has reorganized the press agency system in a streamlined manner in the form of converting the governing body, operating model, and merging from 27 reorganized press agencies to 19 press agencies. Currently, the city has 18 operating press agencies, 1 press agency has temporarily stopped operating to restructure the organizational apparatus.

Comrade Tang Huu Phong said that strictly implementing the Central's instructions and conclusions in the implementation of the arrangement of the city's press system in the coming period, the city has agreed on the viewpoint that the Ho Chi Minh City Party Committee is the sole authority in charge of the press in the area to create unity and synchronization in management and leadership. The transfer of the authority in charge of press agencies to the City Party Committee is carried out synchronously with the roadmap for arranging the city's press agencies and arranging the organizational apparatus at the press agencies. The Standing Committee of the City Party Committee is considering a suitable arrangement plan to submit to competent authorities for decision and implementation in synchronization with the arrangement of provincial-level administrative units.

Speaking at the meeting, Director of the Press Department (Ministry of Culture, Sports and Tourism) Luu Dinh Phuc informed about the direction of amending the 2016 Press Law. According to Mr. Luu Dinh Phuc, the policy of building press corporations or combined press agencies is being consulted to be included in the draft revised Press Law.

The Ministry of Culture, Sports and Tourism is studying the construction of two press agency models, including: The national key press agency model based on the consolidation of six key national press agencies (Nhan Dan Newspaper, VNA, VTV, VOV, People's Army Newspaper, People's Police Newspaper), with affiliated press agencies and affiliated enterprises; the local press agency model, expected to have affiliated press agencies, with different types of press and different principles and purposes. These models are being consulted for inclusion in the draft revised Press Law.

At the meeting, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia said that the National Scientific Conference with the theme "100 years of Vietnamese Revolutionary Press accompanying the glorious cause of the Party and the nation" recently held in Hanoi has contributed to affirming the great contributions of Vietnamese revolutionary press to the glorious cause of the Party and the nation through historical stages.

Comrade Nguyen Trong Nghia emphasized that in the era of national development, the Party's Propaganda and Mass Mobilization sector in general and the press in particular are especially important. After 100 years, the mission and vision of the press need to be defined more clearly and comprehensively, with greater responsibilities. In the immediate future, we must closely follow and effectively propagate the Party's guidelines and policies, the State's policies and laws, towards the 100th anniversary of the Party's founding, the 100th anniversary of the country's founding, and accompany the interests of the nation and people.

Regarding the work of reorganizing the press agencies of Ho Chi Minh City to ensure streamlining, efficient, effective and efficient operations in the spirit of Resolution No. 18-NQ/TU, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia assessed that this work has initially achieved many good results; associated with the process of reorganizing local governments at two levels nationwide. In the near future, Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau will be reorganized and merged, creating a new space and impetus for socio-economic development of the entire Southern region.

At the meeting, Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen congratulated journalists from the whole country and the city. Comrade Nguyen Van Nen emphasized that the development of the city over the past 50 years has had great contributions from journalists.

The Secretary of the Ho Chi Minh City Party Committee hopes that in the next 100 years, with their "special" role and mission, journalists will continue to promote their revolutionary qualities, be pioneers on the ideological and cultural front; constantly hone their mettle, be brave enough, have enough intelligence, and maintain the integrity of writers.

Along with the arrangement and streamlining of the political system from the central and local levels, the strong changes in the era of national development, press agencies need to shape a new direction, suitable to new development conditions, continue to fulfill the mission assigned by the Party and State and be worthy of the people's trust on the ideological, cultural and information fronts.
