(Baothanhhoa.vn) - Operating a two-level local government is not only about rearranging the apparatus, but also changing the working style of the commune-level government, from administrative orders to administrative service. With the motto of "taking people as the center of service", after 1 month of operating a two-level local government, the awareness and actions of the staff and civil servants of Thang Loc commune have had many positive changes in style and sense of responsibility in serving the people.

Thang Loc Commune: Taking people as the center of service

Officials and civil servants of Thang Loc Commune Administrative Service Center serve the people.

Thang Loc Commune was established on the basis of merging Xuan Loc and Xuan Thang communes of the old Thuong Xuan district. Thang Loc commune has an area of 73.75 km2, with a population of 8,893 people. With a larger scale, the commune has more room and resources for socio -economic development and improving people's lives. However, after the merger, the commune encountered many difficulties, especially the confusion in handling the work of civil servants. Along with that, the working equipment was mainly reused from the old commune, causing many difficulties in the process of handling work.

Chairman of Thang Loc Commune People's Committee Le Van Hung said: Thoroughly implementing the viewpoint of "taking people as the center of service", right after putting into operation the 2-level local government, the commune proactively reviewed, arranged and consolidated the apparatus to focus all efforts on implementing assigned tasks. The focus is on prioritizing the arrangement of civil servants with professional qualifications and experience to work in difficult fields, following the motto of "6 clear": clear people, clear work, clear responsibilities, clear time, clear products and clear efficiency.

In order to meet the working conditions of civil servants, Thang Loc commune has made a plan to repair and upgrade the existing facilities that are still in good use to avoid wasting public assets. The highlight is the communal public administrative service center (PVHCC) which was renovated from the old hall, with a spacious appearance. Along with that, the commune prioritizes resources to invest in synchronous equipment for the center such as a computer system with internet connection, online network, LAN network, installation of specialized software, tables and chairs for people to handle administrative procedures (TTHC). That not only ensures that public services are operated smoothly, but also brings convenience and satisfaction to the people. At the same time, right from the first days of operating the 2-level local government, Thang Loc commune has arranged for civil servants in charge of economic, cultural - social , judicial - civil status fields at the PVHCC center to directly receive and handle administrative procedures for the people.

With the spirit of administrative service, taking people's satisfaction as a measure of work efficiency, the staff at the center are always warm, friendly, listen fully, and enthusiastically guide people through the work process.

Coming to carry out cremation procedures for her father, Ms. Nguyen Thi Hien in Pa Cau village felt somewhat comforted when the staff of the commune Public Service Center enthusiastically guided her to submit her application and receive the results the next day. Ms. Hien shared: "The Public Service Center is located right in the center of the commune, which is very convenient for people to come and transact and resolve administrative procedures. Although the workload is high, the staff of the center are always warm, friendly, and enthusiastic in guiding and supporting us to register for administrative procedures, activate electronic identification accounts, and use online public services and the National Public Service Portal via VneID. The center quickly resolves administrative procedures, helping people avoid having to go back and forth many times."

Innovating the working style from administrative orders to administration serving the people, from July 1 to July 31, 2025, the Thang Loc Commune Public Service Center received 107 online administrative procedure files. Upholding the spirit of responsibility, not being troublesome, harassing, avoiding, or delaying in the process of handling work, the center's staff and civil servants have made efforts to resolve 100% of administrative procedures for the people ahead of schedule and on time.

Learning from Uncle Ho about the spirit of “respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people” in the process of performing his duties, the Chairman of the People’s Committee of Thang Loc commune directly had a dialogue and received citizens of Pa Cau village to resolve petitions about land. At the meeting and dialogue, the head of the commune government explained to the citizens the legal regulations related to land and withdrew the petition.

To better serve the people, in the coming time, Thang Loc commune will continue to direct the completion and promulgation of coordination regulations in receiving and handling administrative procedures for citizens and businesses between the PVHCC center and related specialized departments and units. At the same time, strengthen the management and control of receiving administrative procedure records, avoid the situation of collecting redundant records, people and businesses having to supplement records more than once. Organize the flow, shorten the processing time of administrative procedure records according to the "green lane" priority mechanism of the province. The commune also focuses on sending civil servants to participate in training courses to improve their professional qualifications and skills in the process of receiving and handling administrative procedures to proactively guide and support people and businesses when coming to transact at the PVHCC center.
