On March 25, Ms. Ho Thi Nguyen Thao - Vice Chairman of Phu Yen Provincial People's Committee has just issued a decision to administratively fine nearly 3.4 billion VND against Phu Yen Cassava Starch Joint Stock Company (headquarters: Eabia commune, Song Hinh district, Phu Yen province) for 6 violations of the law on environmental protection and water resources.

On January 12, 2024, the Inspection Team of Phu Yen Provincial Police inspected and discovered that Song Hinh Cassava Starch Factory (belonging to Phu Yen Cassava Starch Joint Stock Company, with Mr. Ho Van Toan as the legal representative) had committed violations of the law on environmental protection and water resources. Specifically:
The enterprise has not operated the wastewater treatment facility in accordance with the Environmental License granted by the People's Committee of Phu Yen province.
The company arbitrarily built a concrete ditch to drain untreated wastewater into Can stream, then into Hinh river.
The enterprise illegally discharged waste into Can stream, then into Song Hinh lake with 4 common environmental parameters exceeding technical standards (including; Coliform exceeding 36.6 times; BOD exceeding 5.22 times; COD exceeding 4.07 times; TSS exceeding 3.28 times, with wastewater volume of 1,533.6m3/day).
At the Company's wastewater discharge point according to the Environmental License granted by the People's Committee of Phu Yen province, there are 6 common environmental parameters exceeding technical standards (BOD exceeds 4.39 times; COD exceeds 3.55 times; Coliform exceeds 3.1 times; total N exceeds 1.28 times; TSS exceeds 1.22 times; total P exceeds 1.1 times).
On January 12, 2024, the enterprise exploited and used surface water resources for non- agricultural production activities with a flow rate of 9,540 m3/day and night, exceeding the licensed capacity by 2,840 m3/day and night.
Not only that, the enterprise has reported dishonestly and incompletely on water resource exploitation and use activities to competent authorities as prescribed.
For the above violations, based on the provisions of law, the People's Committee of Phu Yen province fined Phu Yen Cassava Starch Joint Stock Company 3,390 billion VND; revoked the right to use the Environmental License to correct the violation within 3 months from the date of receiving the penalty decision.
In addition, the company is forced to demolish constructions that were built illegally to discharge untreated waste into the environment; forced to take measures to remedy the pollution situation according to regulations; and pay for inspection, measurement and analysis of environmental samples.
