BBK - On the afternoon of June 20, the Party Committee of the Department of Construction of Bac Kan province held the 1st Congress, term 2025-2030 to evaluate the results of the 2020-2025 term, propose directions for the new term and contribute comments to the draft documents of the 14th National Party Congress, documents of the 1st Congress of the Party Committee of Thai Nguyen Provincial People's Committee, term 2025-2030.

During the 2020-2025 term, the Party Committee of the Department of Construction has promoted its role as a political core, comprehensively leading all aspects of professional work and Party building. The comprehensive results achieved in many fields have affirmed the spirit of solidarity, innovation capacity and high political determination in the context of the local construction industry undergoing strong transformation.

With the motto of action "Solidarity - Democracy - Discipline - Creativity - Development", the Party Committee has directed the synchronous implementation of tasks, creating clear changes in administrative reform, state management and infrastructure development. 100% of administrative procedures were resolved on time; the work of reviewing and removing obstacles was promoted, contributing to improving the satisfaction of people and businesses.

In the field of planning and infrastructure, the Department has consulted and approved 5/9 urban planning projects for the period 2021-2030; 60/92 communes in the province have completed commune construction planning. From 2020 to present, the whole industry has appraised 2,553 construction works, saving nearly 105 billion VND from reducing the estimated value.

A series of key transport infrastructure projects have been implemented such as: Bac Kan City - Ba Be Lake route connecting to Na Hang (Tuyen Quang); Quang Khe - Khang Ninh route (Ba Be); new National Highway 3 section Cho Moi - Bac Kan City; projects around Ba Be Lake; preparing to invest in the Bac Kan - Cao Bang expressway; renovating and upgrading 50km of National Highway 3B phase II... These projects have significantly contributed to promoting economic growth, restructuring, creating jobs and increasing people's income.

The Department has also advised on policies on minimum housing area for residential management; promoted urban clean water supply; to date, over 78% of urban households use standard water. Two affiliated public service units have switched to a 100% autonomous mechanism for regular expenditures, performing well in the task of providing public services.

In Party building work, the Party Committee focused on political and ideological training for cadres and Party members; 100% of Party members fulfilled their tasks well, with no disciplinary violations. Studying and following Ho Chi Minh's ideology, morality and lifestyle was widely implemented with many typical examples being commended. All mass organizations fulfilled their tasks well.

National defense, security, fire prevention and fighting, and confidentiality work were strictly maintained. There were no insecurity, fires, or information leaks during the entire term. Emulation movements, building cultural agencies, trade unions, youth unions, and veterans' associations were active and cohesive, contributing to building a democratic and effective working environment.

Although there are still some limitations such as not meeting the target of admitting party members or not being recognized as a cultural agency in 2024, in general, the Party Committee of the Department of Construction has achieved positive and sustainable results.

Entering the new term, the Party Committee of the Department of Construction of Bac Kan province determined the key task to comprehensively lead the merger with the Department of Construction of Thai Nguyen province, aiming to build a streamlined, effective and unified industry management apparatus.

The merger not only concretizes the policy of streamlining the central government apparatus, but is also an important preparation step for the comprehensive merger between the two provinces in the coming time. The merged department will coordinate the fields of construction, planning, urban areas, transportation, etc., improve management efficiency, avoid overlap and dispersion of resources.
