Vietnam is ready to receive Italian soldiers to learn Vietnamese.

The Vietnamese Ministry of National Defense is ready to receive Italian soldiers to participate in the International Defense Officials Course at the National Defense Academy and study Vietnamese at the Academy of Military Science.

On the morning of July 2, at the headquarters of the Ministry of National Defense, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense of Vietnam and Mr. Matteo Perego di Cremnago, Secretary of State for Defense of Italy, co-chaired the 5th Vietnam-Italy Defense Policy Dialogue.

Speaking at the Dialogue, Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently implements a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; and adheres to the "four no's" Defense Policy (not participating in military alliances; not aligning with one country to fight another; not allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries; not using force or threatening to use force in international relations).

Regarding the East Sea issue, Vietnam's consistent stance is to persistently strive to resolve all disputes and disagreements by peaceful means on the basis of international law, especially the United Nations Convention on the Law of the Sea (UNCLOS 1982); international and regional commitments such as the Declaration on the Conduct of Parties in the East Sea (DOC); and support the early signing of a Code of Conduct of Parties in the East Sea (COC) in a practical and effective manner.

Senior Lieutenant General Hoang Xuan Chien expressed his delight that the Vietnam-Italy defense cooperation has continued to be consolidated and enhanced in a practical and effective manner, in accordance with signed documents and cooperation agreements, notably in areas such as: Exchange of delegations, especially high-level delegations; effective maintenance of dialogue and consultation mechanisms; training; defense industry; and United Nations peacekeeping.

The Deputy Minister said that the Vietnamese Ministry of National Defense is ready to receive Italian soldiers to participate in the International Defense Officials Course at the National Defense Academy and to study Vietnamese at the Academy of Military Science.

The leaders of the Ministry of National Defense suggested that in the coming time, the two sides should focus on studying the possibility of signing cooperation documents; continue to promote delegation exchanges at all levels, training, defense industry, and United Nations peacekeeping. Along with studying and expanding mechanisms and forms of exchange and consultation to enhance understanding and trust, the two sides should continue to closely coordinate and support each other at multilateral forums, especially the United Nations and within the framework of ASEAN - European Union (EU).

Deputy Minister of National Defense Hoang Xuan Chien hopes that Italy will speak up in support of the EU to soon remove the IUU "yellow card" warning for Vietnam, and support Vietnam in promoting defense cooperation with the EU under the Agreement on establishing a framework for Vietnam's participation in EU crisis management activities (FPA).

On this occasion, Senior Lieutenant General Hoang Xuan Chien expressed his sincere thanks from the Vietnamese Ministry of National Defense and highly appreciated the presence of the Italian Secretary of State for Defense along with the delegation of the Ministry of Defense and leading Italian defense industrialists at the Vietnam International Defense Exhibition 2024.

Thanking the warm welcome of the Vietnamese Ministry of National Defense as well as Senior Lieutenant General Hoang Xuan Chien himself, the Italian Secretary of State for Defense expressed his impression and appreciation of the Vietnam International Defense Exhibition 2024. Mr. Matteo Perego di Cremnago believes that this Dialogue will be a great success, thereby contributing to strengthening bilateral defense cooperation between the two countries, promoting the Vietnam - Italy Strategic Partnership.

Expressing his interest in the contents discussed by Senior Lieutenant General Hoang Xuan Chien at the Dialogue, Mr. Matteo Perego di Cremnago emphasized that Vietnam and Italy share a vision for the world situation, are interested in the noble international mission, develop new technologies... with the desire to contribute to maintaining peace and stability in the region and the world.

The Italian Secretary of State for Defense affirmed his interest and desire to promote defense cooperation with Vietnam so that the two sides can cooperate more strongly in the coming time, thereby creating a premise for new developments and practical steps in the relationship between the two sides; at the same time, he said that Italy has experience and capacity in mine clearance and is ready to cooperate with Vietnam in this field.

At the end of the Dialogue, the two sides signed the Minutes of the Dialogue and the Letter of Intent on the establishment of a Working Group on bilateral cooperation in the field of defense equipment.
