The Resolution clearly states that visa exemption is granted to citizens of the following countries: Kingdom of Belgium, Republic of Bulgaria, Republic of Croatia, Czech Republic, Hungary, Grand Duchy of Luxembourg, Kingdom of the Netherlands, Republic of Poland, Romania, Republic of Slovakia, Republic of Slovenia and Swiss Confederation for a temporary stay of 45 days from the date of entry for tourism purposes, regardless of passport type, on the basis of meeting all entry conditions as prescribed by Vietnamese law.

The visa exemption policy when entering Vietnam for citizens of the above countries will be implemented from August 15, 2025 to August 14, 2028 under the tourism stimulus program.
According to Resolution No. 11/NQ-CP dated January 15, 2025, visa exemption under the tourism development stimulus program in 2025 for citizens of the Republic of Poland, the Czech Republic and the Swiss Confederation will expire from August 15, 2025.
According to Resolution No. 44/NQ-CP dated March 7, 2025, Vietnam is also exempting visas for citizens of 12 countries, including: Federal Republic of Germany, French Republic, Italian Republic, Kingdom of Spain, United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway and Republic of Finland.
Thus, up to now, Vietnam has unilaterally exempted visas for citizens of 24 countries.
Recently, the Government also issued Decree No. 221/2025/ND-CP regulating the temporary visa exemption for foreigners who are in special need of incentives to serve socio -economic development.

The open visa policy is the plus point that makes international tourists come to Vietnam and return many times. Thanks to that, the number of international visitors recorded in the first 7 months of 2025 nationwide increased dramatically with more than 12.2 million arrivals despite being the low season. This further affirms the attraction as well as creates motivation for the tourism industry's goal of reaching 22-23 million international visitors by the end of 2025. Currently, many localities across the country are also promoting the diversification and innovation of tourism products, meeting the increasing needs of tourists to promote the "smokeless industry".
